녹색해운항로 활성화 방안에 대한 연구

A Study on Measures to Promote Green Shipping Corridors

지구온난화 현상으로 인하여 국제사회는 온실가스 감축을 위한 노력을 끊임없이 해오고 있다. 그러한 노력의 결실로 유엔기후변화협약, 교토의정서, 파리협정이 채택되었고, 교토의정서에서 따라 해운산업분야의 온실가스 감축에 대한 권한을 위임받은 국제해사기구에서는 MARPOL 부속서 Ⅵ을 통하여 여러 조치들을 시행하고 있다. 이러한 조치에 대응하기 위하여 전 세계는 녹색해운항로를 구축하고자 노력하고 있다. 그러나 녹색해운항로는 친환경연료 공급 인프라가 중요한 요소인데, 이 인프라를 구축하기 위해서는 초기투자비용이 많이 든다. 따라서 녹색해운항로를 활성화하기 위한 방안이 필요하다. 녹색해운항로의 활성화를 위하여 국가 차원의 방안으로는 친환경연료공급실적을 국가결정기여로 인정하고, 민간 차원의 방안으로는 친환경연료공급 실적을 배출권으로 인정해주며, 이러한 방안을 구체화하기 위하여 법제도적 활성화 방안을 마련하는 것을 제안한다.

Due to the phenomenon of global warming, the international community has been continuously making efforts to reduce greenhouse gas emissions. As a result of these efforts, the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, and the Paris Agreement have been adopted. Under the Kyoto Protocol, the International Maritime Organization was granted the authority to address greenhouse gas reductions in the maritime industry, and it has implemented various measures through MARPOL Annex VI. In response to these measures, the global community is striving to establish green shipping corridors. However, a crucial element of green shipping corridors is the infrastructure for supplying green fuels, and building this infrastructure requires significant initial investment. Therefore, inducements are needed to promote the development of green shipping corridors. To promote green shipping corridors, I propose the following inducements: At the national level, achievements in supplying green fuels should be recognized as part of Nationally Determined Contributions (NDCs). At the private sector level, these achievements should be credited as certified emission reductions under the emission trading system. Additionally, legal and institutional measures should be established to concretize the activation strategies
