2023 동물복지에 대한 국민의식조사 결과에 대한 분석과 생명철학적 제언

Analysis of the 2023 Public Awareness Survey on Animal Welfare and Bioethical Recommendations

최근 우리 사회에서 분출되는 다양한 목소리 가운데 동물보호와 관련된 논의가 주목을 받고 있다. 단적인 예를 들면 2024년 2월 6일 국회에서 ‘개의 식용 목적의 사육, 도살 및 유통 등 종식에 관한 특별법’이 제정됨에 따라 3년간의 유예 기간을 거쳐 2027년 2월 7일부터 시행된다. 이 법안의 핵심은 개 식용을 위한 사육, 도살, 유통, 판매 등이 법으로 금지된다. 이런 상황에서 한국인들의 동물보호 전반에 대한 인식이 어느 정도 수준인지를 가늠할 수 있는 국민의식조사 결과가 2024년 초에 발표되었다. 농림축산식품부는 2023년 동물복지에 대한 국민의식조사 결과(동물보호 제도 및 법규 인식, 동물학대에 대한 태도, 반려동물 입양 및 분양, 유실·유기동물 및 동물보호센터에 대한 인식, 동물실험 및 농장동물 복지 인식 등) 항목을 발표하였다. 이 글은 2023년 동물복지에 대한 국민의식 조사결과의 핵심 내용을 살펴보고, 이러한 조사결과를 해석학의 관점에서 분석하고자 한다. 마지막으로 이러한 분석을 토대로 국민들의 동물복지 인식 제고를 위한 생명철학적 제언을 하면서 마무리하고자 한다.

In recent years, discussions surrounding animal protection have gained significant attention in society, driven by a diverse array of voices advocating for animal welfare. A prominent example is the recent enactment of a new law in South Korea: on February 6, 2024, the National Assembly passed the “Special Act on Ending the Rearing, Slaughtering, and Distribution of Dogs for Consumption.” This law, which will take full effect on February 7, 2027, after a three-year grace period, prohibits the rearing, slaughter, distribution, and sale of dogs for consumption purposes. The law represents a major shift, addressing longstanding animal rights concerns while reflecting the public’s evolving stance on ethical treatment of animals. In this situation, the results of a public awareness survey, released in early 2024, provide insights into the overall level of awareness among Koreans regarding animal protection. The Ministry of Agriculture, Food, and Rural Affairs published the 2023 public awareness survey on animal welfare, which covers topics such as awareness of animal protection policies and laws, attitudes toward animal cruelty, perspectives on pet adoption and sales, views on stray animals and animal shelters, as well as opinions on animal experimentation and the welfare of farm animals. This article will review the key findings of the 2023 survey on public awareness of animal welfare, analyzing these results from a hermeneutic perspective. Lastly, it will conclude with bioethical recommendations aimed at raising public awareness of animal welfare based on this analysis.
