50인 미만 사업장에 대한 산업안전보건감독이 재해율에 미치는 영향: 대전·충남 지역 중심

The Impact of Industrial Safety and Health Supervision on Accident Rates in Workplaces with Fewer than 50 Employees: Focusing on the Daejeon and Chungnam Region

최근 중대재해처벌법이 시행되고 산업현장에서는 안전보건경영시스템 등 안전 관련 인증이나 사업장 자체 위험성평가 등 자율안전체계 구축에 대한 관심이 고조되고 있다. 반면, 그간 산업재해예방 대책의 일환으로 실시되어 온 산업안전보건감독의 효과성이나 중요성은 크게 부각되지 못하고 있다. 본 연구에서는 대전 및 충남지역 소재 5인 이상 50인 미만 제조기업을 대상으로 산업안전보건감독이 재해율에 미치는 영향을 조사하였다. 총 32개소에 대한 자료조사를 통해 분석한 결과를 요약하면 다음과 같다. 첫째로, 산업안전보건감독을 받은 사업장은 감독 전에 비해 재해율이 감소하는 등 재해율 감소에 긍정적인 영향을 미쳤다. 둘째, 산업안전보건감독을 받은 사업장의 성과는 감독 실시 후 3년까지가 가장 유효한 것으로 확인되었다. 셋째. 감독을 받은 사업장은 감독을 받지 않은 사업장 보다 감독 후 재해율 감소폭이 2.9배 큰 것으로 나타났으며, 두 집단간 재해율 편차는 감독사업장의 성과유효구간에서 더 커지는 것으로 확인되었다. 본 연구는 산업안전보건감독과 재해율 간의 관계를 밝히는 데 그 의미를 두었다. 이러한 결과는 행정기관의 지속적 산업안전보건감독을 통해 재해율 감소를 가져올 수 있음을 시사한다.

Recently, the serious accident punishment act has led to increased interest in establishing autonomous safety systems in industrial sites. However, the effectiveness of industrial safety and health supervision has not been significantly highlighted. This study examined the impact of industrial safety and health supervision on accident rates in manufacturing companies with 5 to 50 employees in the Daejeon and Chungnam regions. the Analysis of data from 32 sites revealed that companies receiving supervision experienced a positive reduction in accident rates compared to before supervision. the Effectiveness of this supervision was most significant within three years after its implementation. Additionally, the reduction in accident rates for supervised companies was 2.9 times greater than for unsupervised companies, with the gap widening during the effective performance period. This study underscores the importance of industrial safety and health supervision in reducing accident rates, suggesting that continuous oversight by administrative agencies can lead to improved safety outcomes.
