고령자 주거 복지 정책의 한계와 개선 방향 연구 - 서울 아파트를 중심으로

A study on limitations and improvement directions of Senior Housing Welfare Policy : focusing on Seoul Apartments

베이비붐 세대 고령화 진행으로 초고령 사회 진입이 임박하면서 중산층 고령자들의 주거 안정과 안전에 대한 우려가 사회적으로 확산하고 있다. 이에 본 연구는 국내 고령자 주거복지 정책의 한계를 진단하고 이에 대한 개선 방안을 모색함으로써 향후 중산층 고령자의 주거복지 정책이 나갈 방향을 제시하고, 이를 위해 필요한 정책적 고령 친화 설계 기준 마련에서 있어서 디자인의 역할을 재조명하고자 한다. 이를 위해, 국내 고령자 주거복지 관련 법·제도 및 정책을 고찰한 결과, 사회적 약자 중심 정책들이 주류를 차지하고 있어 중산층 고령자가 사실상 주거복지 사각지대에 놓여있는 현실이 국내 고령자 주거복지 정책의 한계로 드러났다. 이를 극복하기 위해서는 다각도의 해법 모색이 절실한데 특히 민간시장에서 고령 친화 주택에 관한 관심을 높일 수 있는 정책들이 필요하다. 이에 대한 해법으로 국내 주거 트렌드를 선도하는 서울 아파트 민간시장에서 고령 친화 설계 기준 적용 장려 방법을 찾고자 서울시 관련 법과 제도를 고찰했다. 그 결과, 서울시 도시환경정비사업 추진절차 상에서 지구 단위 수립 운영 기준 중 하나인 ‘공동주택 허용용적률 인센티브’ 제도가 최근 추가한 ‘돌봄’ 항목이 맥락적으로 고령 친화 설계 기준을 편입시킬 가능성을 내포한 것으로 판단된다. 이를 현실화하기 위해서는 중산층 고령자들이 희망하는 고령 친화 설계 기준이 필요하므로 관련 후속 연구가 필요한데, 이때 건축적 관점과 더불어 인간 중심의 시각에서 삶의 질을 추구하는 서비스 디자인과 공익을 추구하는 유니버설디자인의 관점이 더해질 수 있게 디자인계의 관심이 요구된다.

As the baby boomer generation ages and we enter a super-aged society, concerns about the housing stability and safety of middle-class seniors are spreading throughout society. Accordingly this study aims to diagnose the limitations of the housing welfare policy for the elderly and seek ways to improve it, thereby suggesting the future direction for housing welfare for middle-class elderly people, and to reexamine the role of design in establishing policy-based senior-friendly design standards. To this end, as a result of examining the domestic laws, systems, and policies related to housing welfare for the elderly, it is generally believed that the housing welfare for the middle-class elderly, who make up the majority, is currently in a blind spot and will not be easily resolved in the future. This is the limitation of the domestic housing welfare policy for the elderly that should be noted. To overcome this, policy incentives are needed to increase interest in senior-friendly housing. As part of the solution, we examined relevant laws and systems in Seoul to find ways to encourage the application of senior-friendly design standards in the Seoul apartment private market, which is leading the domestic housing trend. As a result, if the nature of the ‘care’ item recently added to the ‘apartment allowable floor area ratio incentive’ system, which is one of the district unit establishment and operation standards in the Seoul Metropolitan Government’s urban environment improvement project promotion procedure, can be expanded and adjusted, it is believed that senior-friendly design standards can be incorporated there.
