The purpose of this study is to analyse the influence of the ‘residents’ representative council(RRC)’ variable as a demand-side factor in addition to the existing physical (supply) determinants of common management fees in apartment complexes, and to draw policy implications for the smooth management of complexes. The methodology is a literature analysis and a statistical analysis of the common management fees per unit from January to December 2023 in 18,529 complexes nationwide. The analysis of the all samples showed that physical factors such as age, parking space, CCTV, elevator, management method, and home network have a positive effect, while units, heating method, corridor type, and electric charging have a negative effect. In particular, complexes with RRC had lower management fees, and the higher the fees per unit for RRC, the higher the management fees. In addition, the results of the analysis by sales, rental, and mixed complexes showed the same as the case of all samples, which means that regardless of the type, the RRC overcomes the Collective Action Dilemma and reduces the management fees, resulting in efficient common area management.
