The paradigm of recent housing policies is rapidly shifting from Housing Supply to Housing Welfare. To support this transition, the housing market should also evolve from merely supplying housing as hardware to revitalizing a Housing Service Industry that can respond to the diverse needs of citizens. In this study, we aim to identify the laws currently governing Housing Services and their associated issues to provide foundational data for future policy improvements. An analysis was conducted on the structure and specific standards of related laws in fields where the Promotion Act is applied, including architecture, real estate, and logistics. Key provisions within these laws for service activation and promotion include the training of specialized personnel, support systems, and certification programs. In the field of Housing Services, relevant provisions were found in the Housing Basic Act, the Act on Housing Support for Vulnerable Groups, the Administrative Guidelines on Publicly Supported Private Rental Housing, and the Certification Standards for Housing Service in Private Rental Housing. The key issues identified from this analysis are as follows: (1) the lack of definitions for Housing Welfare and Housing Services, (2) overlapping roles between housing welfare centers and housing support centers, (3) insufficient institutional support for utilizing specialized housing service personnel, and (4) the absence of a foundational system and expansion plans for the Housing Service Certification in publicly supported private rental multi-family housing. It is deemed necessary to further identify and incorporate field-specific issues to prepare concrete measures for policy improvement in the future.
