A Direction of Improvement of the Contribution Payment System for Multi-Family Housing Reconstruction Project

Contribution of multi-family housing reconstruction projects is a system that pays public facilities to business operators, and on this condition, increases the floor area ratio and provides incentives for the number of floors of buildings. Recently, disputes and conflicts with local governments have arisen due to excessive burden of donations and demands for the introduction of non-preferred facilities for residents, which are acting as a factor for shrinking housing supply in urban areas due to delays and abandonment of projects. This study analyzed the donation burden rate by region, period, and type in the Seoul apartment reconstruction project as of September 2024, and sought to improve the system in terms of awareness, appropriateness, rationality, diversity, and publicity of donation through university professors and research institutes in related departments who are real estate experts. However, it is a limitation of the study that only real estate experts, not stakeholders of the apartment reconstruction project, received opinions.
