국내 저숙련 외국인근로자의 평생교육 현황 분석 연구

An Analysis of the Current Status of Lifelong Education for Low-skilled Foreign Workers in Korea

본 연구는 제5차 평생교육 진흥계획의 핵심과제 중 하나인 ‘사각지대 없이 모두가 누리는 평생학습’의 성공적 달성을 위해 저숙련 외국인근로자의 평생교육 현황을 분석한 후 평생교육프로그램 방향을 제안하는데 그 목적이 있다. 우선 이들을 대상으로 한 국가 차원의 평생교육 현황을 파악하기 위해 중앙행정기관과 지방자치단체의 웹사이트에서 자료를 수집하였으며, 향후 실행 과제를 도출하고자 학술 데이터베이스를 활용하여 외국인근로자와 평생교육을 주제로 한 국내 연구를 분석하였다. 저숙련 외국인근로자를 대상으로 한 국가 차원의 평생교육은 소외계층 평생교육프로그램 지원 사업과 성인문해교육 지원 사업, 취업교육과 외국인근로자 지역정착 지원 사업, 사회통합 프로그램, 지방자치단체의 외국인주민정착 지원 사업으로 확인되었다. 기관에서 운영하는 한국어와 한국문화의 수용을 목적으로 한 외국인근로자 대상 평생교육에서 벗어나 향후 이들이 근무하는 중소기업과 지방자치단체-지역 대학-외국인근로자지원센터-외국인주민센터-지역 평생교육센터 등이 긴밀하게 연계되어 맞춤형 평생교육이 제공되어야 하며, 평생학습 이력이 체계적 누적 및 관리되어 궁극적으로 온전한 사회구성원으로서 외국인근로자를 위한 평생교육이 이루어질 수 있도록 해야 한다.

This study focuses on low-skilled foreign workers, a socially marginalized group, to analyze the current state of lifelong education and propose directions for lifelong education programs from a transnational perspective. The aim is to contribute to the successful realization of one of the key goals of the 5th Lifelong Education Promotion Plan: “Lifelong learning for all without blind spots.” To analyze the current status of national-level lifelong education for foreign workers, data was collected from the websites of central administrative agencies and local governments. Additionally, domestic research on foreign workers and lifelong education was reviewed using academic databases to identify future implementation tasks. National-level lifelong education initiatives for low-skilled foreign workers were found to include support programs for marginalized groups, adult literacy education, employment training, foreign worker settlement support, KIIP, and local government settlement support for foreign residents. These programs primarily focus on Korean language acquisition and cultural integration. Moving beyond these existing programs, the study suggests a more integrated approach, where small and medium-sized enterprises, local governments, regional universities, foreign worker support centers, immigrant community centers, and local lifelong education centers collaborate to provide tailored lifelong learning opportunities. Furthermore, it is essential to systematically accumulate and manage lifelong learning records, enabling foreign workers to fully integrate as active members of society through continuous education.
