지역 연계 생태중심 지속가능발전교육 실천 방안 연구

A Study on Practical Strategies for Regionally Connected Ecology-Centered ESD

본 연구에서는 정책, 거버넌스 구축, 교육 강화, 교재 개발 및 교육과정 설계, 지역 연계 프로그램 개발 등 다섯 가지 영역으로 나누어 국내 RCE 중 인제군과 광명시의 실천 사례를 살펴보고, 지역 연계 생태중심 ESD를 위한 실천 방안을 살펴보았다. 그리고 분석을 통해 다음과 같은 제언을 제시하였다. 첫째, 관련 조례와 법령을 보완하여 지역 연계 ESD 실천에 정책적 지원을 강화하고, 지역 환경과 필요에 맞게 지역별 지속가능발전 기본계획을 수립해야 한다. 둘째, 거버넌스 주체 형성과 지원 대책 및 근거를 강화해야 하며, 이를 통해 정책 환류를 촉진하고, 시민참여운동을 확산시켜야 한다. 또, 각 교육청과 교육지원청의 지원을 강화해야 한다. 셋째, 지역의 시민성과 시민 실천역량을 강화해야 하는데, 이를 위해서는 생태중심 ESD에 대한 이해와 생태적 전환에 따른 인식 전환이 필요하다. 넷째, 각 지역의 필요와 특색에 맞는 맞춤형 교재 개발이 필요하며, 지역 수준 혹은 학교 수준의 교육과정을 개발하여 학생들을 대상으로 한 ESD 교육에 활용할 필요가 있다. 다섯째, 지역의 특성과 자원을 활용하여 환경, 경제, 사회 분야를 두루 반영할 수 있는 프로그램을 개발해야 한다. 이 밖에도, 진단 도구를 통해 활동의 적절성과 효과성을 판단하고, 환류를 통해 미비점을 보완하도록 해야 한다.

This study examines cases of regional collaboration in ESD practices, focusing on the domestic RCEs in Inje County and Gwangmyeong City. It explores practical approaches for regionally connected, ecology-centered ESD, dividing the analysis into five domains: policy, governance building, education enhancement, development of teaching materials and curriculum design, and the creation of regionally connected programs. Based on the analysis, the study proposes the following improvements for each domain. First, relevant ordinances and laws should be revised to strengthen policy support for regionally connected ESD practices. Second, the formation of governance entities should be strengthened, along with the revising legal foundations. This will promote policy feedback for ESD practices and help expand civic participation. Third, it is essential to enhance local civic engagement and their capacities. This requires fostering an understanding of ecology-centered ESD. Fourth, tailored teaching materials should be developed to meet the specific needs and characteristics of each region. Fifth, programs should be developed that utilize regional characteristics and resources while comprehensively addressing environmental, economic, and social aspects. Lastly, diagnostic tools should be used to assess the appropriateness and effectiveness of activities.
