북한의 사이버전 역량변화와 위협 전망: 군사적 관점을 중심으로

Prospects for Changes in North Korea’s Cyber Warfare Capabilities and Threat: Focused on a Military Perspective

이 연구는 군사적 관점에서 최근 급변하고 있는 북한의 사이버전 역량변화를 분석하고, 미래의 위협과 대응방향을 제시하는 데 있다. 기존 연구는 북한 전문가와 과거 자료에 머무르는 한계가 있어서 이 연구에서는 구체적인 최신 사례 중심으로 차별화하였다. 북한은 북·러 新조약 체결, 지방발전 20×10 정책 추진, 인공지능(AI) 기술 발전 등 국내·외 환경변화에 따라 출신성분을 배제한 능력 위주 사이버전 인재 선발과 인력 증강, 교육훈련 체계 강화, 사이버 공격 양상 및 기술의 고도화에 매진하고 있다. 특히, 북한은 新조약을 근거로 사이버전 역량을 획기적으로 발전시킬 수 있는 기반을 마련하였다. 또한, 김정은은 자신이 직접 관리하는 경제정책을 뒷받침하기 위해 사이버 공격을 사회기반 분야까지 확대하고 있다. 앞으로도 북한은 인공지능 기술을 적용하여 더욱 파괴적인 사이버 공격을 수행할 것으로 평가된다. 따라서, 한국은 북한의 사이버 위협을 포함한 전방위 사이버 위협에 대비하기 위해 한·미 사이버 안보 협력을 강화하고, 총체 전력의 관점에서 첨단 인공지능 기술을 사이버전에 본격적으로 적용하는 등 충분한 대응역량을 발전시켜야 한다.

This article analyzed North Korea's rapidly changing cyber capabilities and presented countermeasures against future threats from a military perspective. Previous studies had limitations in staying in past data with North Korea experts, so this study differentiated them based on specific latest cases. North Korea is focusing on selecting cyber warfare talents and increasing manpower, strengthening education and training systems, and upgrading cyber attack patterns and technologies, focusing on excluding background components in accordance with domestic and foreign environmental changes such as the signing of the New Treaty between North Korea and Russia, promoting local development 20×10 policies, and developing artificial intelligence (AI) technology. In particular, North Korea laid the foundation for the remarkable development of cyber warfare capabilities based on the New Treaty. In addition, cyber attacks are expanding into the social infrastructure sector to support the economic policies directly managed by Kim Jong-un. It is expected that AI technology will be applied more to North Korea's destructive cyber attacks in the future. In conclusion, Republic of Korea (ROK) should strengthen ROK-U.S. cybersecurity cooperation and develop its capabilities to fully respond to all-round cyber threats, including North Korea's cyber threats, by applying cutting-edge AI technology to cyber warfare in earnest from the perspective of total power.
