The purpose of this study is to propose directions for the development of an evaluation system that ensures the stable implementation of the Nationwide English Listening Proficiency Test for Secondary School Students and facilitates the use of developed items in English language teaching and learning. To achieve this, the study explored the factors to be considered in building a dedicated evaluation system for English listening proficiency and how to specify the development direction. It also examined the necessary functions and content of the evaluation system and proposed ways to implement them. Additionally, a specific roadmap for the development and use of the evaluation system was presented. Considering the importance of listening instruction and listening assessments in enhancing students' English communication skills, it is necessary to develop and promptly implement the evaluation system. However, developing the system is realistically challenging in the short term, especially since it must take into account various user demands and needs for usability, as well as incorporate AI-based teaching and learning integration. Therefore, it must proceed according to a mid- to long-term plan. For this purpose, the study proposed the use of developed test items to create a item bank, a content creation function allowing teachers to develop their own questions, and a feature for utilizing the materials in English language teaching.
