대만과 한국의 투개표 방식 비교연구: 대만식 투표소 개표방식과 한국적 도입

A Comparative Study of Voting and Counting Systems in Taiwan and Korea

2024년 1월 대만의 총통선거에서 활용된 투표소 내 수작업 개표방식이 소개되자 한국에서는 기계의 일종인 투표지분류기 개표방식의 대안으로 주목을 모았다. 이에 따라 이 연구는 대만의 투표와 개표에 관련된 법제도적인 특징을 살펴보고 비교함으로써 한국에 대만식 개표방식의 도입 가능성을 평가해보는 것을 주된 목적으로 삼는다. 이를 위하여 이 논문은 먼저 대만과 한국의 투표방식에 대한 법적이고 제도적인 공통점과 차이점을 비교하며 그 제도의 정치사적인 배경도 살펴본다. 그다음으로 이 논문은 대만과 한국의 개표방식에 대한 제도적이고 현실적인 공통점과 차이점에 대하여 견준다. 여기에서는 대만식 수작업 투표소 개표제도가 한국적 맥락에서는 채택하기가 쉽지 않다고 확인하였다. 대신 한국에서는 집중개표제도와 함께 투표지분류기 개표에 더하여 보완적인 수검표가 현실적인 대안인 것으로 평가하게 되었다. 종합적으로 볼 때 이 연구는 관련 주제에 대한 학계와 언론계에 광범위하게 퍼진 논란에 대하여 객관적인 평가 자료를 제공한다는 점에서 의의가 있다.

Recently, the Taiwanese model of vote counting, the so-called manual vote counting system is attracting more attention as an alternative vote counting system in Korea. Immediately after voting ends, counting begins at the exact same places where voting has already taken place in Taiwan. In order to evaluate the applicability of the Taiwanese model of vote counting to a Korean context, this study focuses on the comparisons of the similarities and differences across the voting and counting systems between Taiwan and Korea. In doing so, this piece reviews the legal and institutional differences in the two established democracies, in addition to the historical contexts and diplomatic surroundings. There is no early voting or absentee voting, which is a good prerequisite for the manual vote counting system in Taiwan. This essay concludes that there is a huge gap between the two countries’ political history, and therefore, the Taiwanese vote counting system appears not to go along with the Korean voting system. Also it is not easy to amend the laws to introduce the manual vote counting system in Korea. In the 2024 National Assembly election, it turned out that there had been no significant discrepancies between machine and hand-counted results. Thus, it is suffice to say that it is better to use machine and hand counting in a mutually beneficial way at the same time than to introduce the manual vote counting system replacing the machine counting in Korea. The major findings are very important to resolve widespread disputes among the Korean academia and the media.
