해바라기센터 운영 개선 과제 - 영국과 미국 센터 사례의 시사점을 중심으로

Operational Challenges of Sunflower Centers - Lessons from UK and US Center Cases

본 연구는 다직군 협력을 통해 위기상황에 처한 성폭력 피해자를 통합적으로 지원하는 영국의 SARC, 미국의 SART 운영 사례를 검토하고, 이를 바탕으로 해바라기센터 운영 개선점을 모색하였다. 해바라기센터는 표준화된 운영 지침에 따라 전국의 모든 센터가 설치 장소, 운영 시간, 인력 구성이 동일한기준으로 운영되고 있다. 이로 인해 센터의 운영 비용이 많이 들고, 인력이 부족하고 공간이 협소하다는등의 운영 문제를 겪고 있다. 그러나 지역에 따라 센터별로 이용자 수나 지원 건수는 큰 편차가 있었으며, 시간대별 이용자 수에서도 차이가 큰 것으로 나타났다. 반면, 영국의 SARC와 미국의 SART는 운영가이드라인은 있지만, 지역의 특성에 따라 유연하게 운영되고 있다는 점이 가장 큰 특징이었다. 영국과미국의 운영 사례를 바탕으로, 지역의 특성과 수요를 고려하여 해바라기센터를 유연하게 운영하는 것이필요하고 성폭력 법의간호사 양성을 강화하는 것이 필요함을 논의하였다.

This study reviewed the operations of the Sunflower Center in South Korea, SARC in the United Kingdom, and SART in the United States, which provide integrated support to victims of sexual violence in crisis through multi-disciplinary collaboration. Sunflower centers are operating under standardized operating guidelines, with all centers across the country having the same location, hours of operation, and staffing. This has resulted in high operating costs and operational issues such as understaffing and limited space. However, the number of users and support cases varied greatly by region, and the number of users by time of day also varied greatly. In contrast, SARCs in the United Kingdom and SARTs in the United States have operational guidelines, but they are operated flexibly according to local characteristics. Based on the UK and US cases, it was discussed that it is necessary to operate centers flexibly in consideration of local characteristics and needs, and it is necessary to strengthen the training of sexual assault nurse examiners.
