The Impact of Central Government Research Funding on Regional Export Performance

본 연구는 중앙정부 연구비 지원이 지역별 수출액에 미치는 영향을 2009년부터 2022년까지 대한민국 16개 지역 17개 시도 중 세종은 충남에 포함하여 16개 시도를 대상으로 분석을 대상으로 실증 분석하였다. 연구비 지원의 시간 지연 효과와 미래 수출 성과를 평가한 결과, 단기적 영향은 미미했으나 중장기적으로 유의미한 긍정적 효과가 나타났다. 특히, 연구비가 1~3년 후 수출액에 긍정적으로 기여하며 미래 수출액 증대를 위한 핵심 투자임을 확인하였다. 정부 연구비 지원 수준이 수출 성과를 증대시키는 데 유의미한 영향을 미친다는 것을 보여주며, 이는 정부 연구비 지원을 지역 경제성장 및 수출 증진을 위한 중요한 정책 수단으로 고려해야 함이 시사되었다. 본 연구는 연구비 배분의 효율성을 높이고 지역 간 균형적 발전을 도모하기 위한 맞춤형 정책의 필요성을 강조하였다.

This study conducted an empirical analysis of the impact of central government research funding on regional export competitiveness in South Korea, focusing on 16 regions from 2009 to 2022. The evaluation of the time-lag effects of research funding and future export performance revealed that while the short-term impact was minimal, significant positive effects were observed in the medium to long term. Specifically, research funding was found to contribute positively to export volumes 1 to 3 years later, highlighting its role as a critical investment for enhancing future export competitiveness. The study demonstrates that the level of government research funding has a significant impact on improving export performance, underscoring its importance as a key policy tool for regional economic growth and export promotion. Furthermore, this study emphasizes the need for tailored policies to enhance the efficiency of research funding allocation and to promote balanced regional development.
