저소득 개발도상국의 기후변화에 대한 무역 대응방안

Trade Responses to Climate Change in Low-income Developing Countries

본 논문은 문헌연구를 통하여 저소득 개발도상국의 기후변화에 대한 무역 대응방안을 살펴본다. 저소득 개발도상국이 포용적 경제발전과 기후목표 달성을 함께 이루려면 이들 국가의 경제발전 요구와 탄소배출 현실을 모두 고려하는 협력적인 해결방안이 필요하다. 또한 국제경쟁력과 비교우위 측면에서 기후변화가 자국과 타국에 미치는 영향에 대한 명확한 인식이 필요하다. 기후변화의 부정적 영향을 줄이거나 이에 적응하는 정책을 고려할 때 해당 국가의 특수한 경제발전 정도와 그 국가의 기후변화에 대한 제도적, 기술적 능력을 고려하여야 한다. 국제사회는 저소득 개발도상국에 대한 효과적인 기술 이전과 금융지원을 아끼지 말아야 할 것이다.

This paper examines trade responses to climate change in low-income developing countries through literature review. Low-income developing countries need collaborative solutions that take into account both their economic development needs and their carbon emissions realities to achieve inclusive economic development and climate goals simultaneously. In addition, a clear understanding of the impact of climate change on one's own country and other countries is necessary in terms of international competitiveness and comparative advantage. When considering policies to reduce or adapt to the negative impacts of climate change, the specific level of economic development of a country and its institutional and technological capacity to address climate change must be taken into account. The international community should not spare effective technology transfer and financial support for low-income developing countries.
