다문화가정 범죄 예방 - 평택시 다문화가정 범죄 사례를 중심으로

Crime Prevention for Multicultural Families - Focusing on the Crime Cases of Multicultural Families in Pyeongtaek

본 연구의 목적은 평택시에 거주하는 외국인 중 다문화가정을 가장 위협하는 범죄를 분석하고, 이에 대한 효과적인 범죄 예방 정책을 제안하는 데 그 목적이 있다. 이를 위해 국내 및 평택시의 다문화가정 범죄에 대한 선행 연구를 고찰하고 다문화가정 범죄 예방 정책을 문헌 연구를 통해검토하며, 그 실효성과 문제점을 밝혀 발전 방안을 모색하고자 하였다. 연구 결과 다문화가정 내에서 발생하는 가정폭력은 문화적 차이, 언어적 장벽, 경제적 어려움 등이 주요 원인으로 작용하고 있었다. 또한 다문화가정의 자녀들은 가정 내 갈등과 사회적 차별로 인해 비행에 노출될 위험이 높았으며, 이들을 보호하고 사회로부터 소외되지 않도록 지원하는 제도적 기반이 매우 부족한 실정임이드러났다. 이에 따라 본 연구는 범죄 예방을 위해 법적 보호 체계 강화, 언어 및 문화교육 확대, 전문가 역량 강화, 지속적 모니터링 시스템 구축의 네 가지 방안을 제안하였다. 이러한 대응을 통해다문화가정의 안정과 자녀들의 글로벌 경쟁력을 제고하며, 한국 사회의 미래 발전에 기여할 수 있을 것으로 기대된다.

The purpose of this study is to analyze the crimes that most threaten multiculturalfamilies among foreigners living in Pyeongtaek City and to propose effective crime preventionpolicies. To this end, the crime prevention policy of multicultural families in Pyeongtaek wasreviewed through literature research, its effectiveness and problems were revealed, and development plans were sought. As a result of the study, cultural differences, linguisticbarriers, and economic difficulties were the main causes of domestic violence in multiculturalfamilies. In addition, it was revealed that children from multicultural families were at highrisk of being exposed to delinquency due to domestic conflict and social discrimination, andthat the institutional foundation to protect them and not be alienated from society was veryinsufficient. Therefore, this study proposed four main measures as countermeasures for crimeprevention in multicultural families. First, it is a way to protect multicultural families moreeffectively by strengthening the legal protection system. Second, it is a way to promote socialintegration and strengthen language and cultural education so that multicultural families canadapt smoothly to Korean society. Third, it is necessary to strengthen the capabilities ofexperts working in fields related to multicultural families. Finally, it is necessary to establisha system that can continuously monitor the safety of multicultural families. If appropriateprotection and support for multicultural families are provided through these countermeasures,children from multicultural families will have an opportunity to grow into competitive globaltalents not only in Korean society but also in the international community. This is expected tohave a positive effect on the future development of Korean society beyond the stability andprosperity of multicultural families.
