대한민국 상해 임시정부 경찰의 역할에 관한 연구 - 독립운동 유형을 중심으로

A Study on the Role of the Provisional Government Police in Korea : Focusing on type of Independence Movement

대한민국 임시정부는 1919년 4월 25 일 「대한민국임시정부장정」을 11월에는 「대한민국임시관제」를 공포하여 임시대통령의 직할기관과 국무원의 직제를 구성하였다. 「대한민국임시정부장정」은 경찰의 출발을 알리는 경무국을 설치 초석이 되었으며 임시정부의 현안에 따라 변경되었지만 1945년 8월까지 임시정부의 경찰기관으로 존속되었다. 경찰청(2020)의 자료에 의하면 중국 상해에 대한민국 임시정부는 수립직후부터 경찰조직의 시작을 경무국으로 설치하였다. 본 연구는 상해 대한민국 임시정부를 토대로 독립운동을 진행한 오늘날 경찰의 역할과 독립운동 유형을 살펴봄으로써 그 역사적 함의를 살펴보고자 한다. 또한 경찰의 역사적 변천을 고찰하고 임시정부에서의 독립운동에 대한 일차적 목적을 조명하는데 목적을 둔다. 상해 임시정부 시기 독립운동에 미치는 경찰의 기능과 역할은 크게 세 유형으로 구분된다. 첫째, 왜(倭)로부터 임시정부를 보호하고 독립운동을 하는 요인들의 안위를 보호하기 위해 다방면의 정보를 수비하고 밀정 등을 색출하는 정보 및 첩보 경찰의 기능과 유형을 나타낸다. 둘째, 연통제이다. 셋째, 경위대이다. 상해 임시정부 시기 경찰의 역사부터 현재 경찰의 역할은 미래에도 국민으로부터 기억에 남는 조직으로 성장하기 위해서 상해 임시정부 독립운동을 위한 경찰정신을 계승하여야 할 것이다.

The 「Provisional Government of the Republic of Korea」 promulgated the 「Provisional Government of the Republic of Korea」 on April 25, 1919 and the Provisional Control of the Republic of Korea in November, forming the organization of the Provisional President and the State Council. The 「Provisional Government of the Republic of Korea」 became the cornerstone of the establishment of the police bureau to announce the departure of the police, and although it was changed according to the pending issues of the provisional government, it remained a police agency of the provisional government until August 1945. According to data from the National Police Agency in korea, the Provisional Government of the Republic of Korea in Shanghai, China, established the beginning of the police organization as a police bureau immediately afrer its establishment. This study aims to examine the historical implications of today's police forces and types of independence movements based on the Provisional Government of the Republic of Shanghai. It also aims to examine the historical changes of the police and to illuminate the primary purpose of the independence movement in the provisional government. The functions and roles of police in the independence movement during the Shanghai Provisional Government are largely divided into three types. First, it shows the function and type of intelligence police that defend various types of information and search for traffickers in order to protect the provisional government from Japanese(倭) and the safety of factors that campaign for independence. Second, it is a communication system Third, it is the police unit. From the history of the police during the Shanghai Provisional Government to the present role of the police should inherit the police spirit for the Shanghai Provisional Government Independence Movement in order to grow into a memorable organization from the people in the future.
