Analysis of Biden’s Speech on the National Security Supplementary Act — Based on the Evaluation Theory of System-functional Linguistics

On April 25, 2024, American president Biden delivered a speech about the National Security Supplementary Act at the White House, focusing primarily on foreign affairs, including Russia-Ukraine war and Israeli-Palestinian conflict. The pass of this bill enabled America to provide active assistance to Ukraine, which will make America more secure and powerful. This paper conducts a discourse analysis of President Biden's important speech on the National Security Supplementary Act, using the evaluation theory of system-functional Linguistics to discover its linguistic advantages and persuasiveness. The study finds that speech contains a large amount of attitude resources, with the most account of judgement, moderate account of emotion, and the least account of appreciation. Biden frequently uses judgement resources and expresses a distinct personal style in the speech. This paper also confirms that evaluative resources can serve as a framework for analyzing the diplomatic stance of the speaker.
