Study on the Impact of RCEP Tariff Reduction on Shandong Province's Export to ROK

2022년 1월 1일에 역내포괄적경제동반자협정(RCEP)이 발효하였는 바, 본 협정은 아세안 국가 및 비아세안 국가를 포함하여 15개 국가를 회원국으로 하고 있다. 본 협정은 무역, 인구 및 총생산 등에서 전 세계 약 3분의 1을 차지하는 최대 규모의 자유무역협정에 해당한다. RCEP 회원국인 중국과 한국은 이전부터 거대 무역 파트너로서 동반자 역할을 하고 있지만, RCEP의 타결에 즈음하여 중국은 상품, 서비스 및 지적재산권 등의 교역에서 향후 더 활발한 무역 및 경제 성장의 기회를 포착할 수 있으리라 예상하고 있다. 본 논문은 RCEP의 규정에 따른 관세 인하 효과가 산둥성 지역의 대한국 수출에 어떠한 영향을 미치는지 분석하고자 한다. RCEP의 적용을 통해 중국은 특히 섬유, 기계, 농산물 등의 분야에서 대한국 수출을 크게 촉진할 수 있으리라 기대를 모으고 있다. 이에, 산둥성 지역은 RCEP의 어떠한 세부 항목에서 무역 혜택을 누릴 수 있는지 살펴보는 것과 동시에 RCEP을 활용하여 무역 원활화를 꾀하기 위해서는 어떠한 점을 주의해야 하는지도 분석한다. 이러한 분석을 통해, 궁극적으로는 RCEP 협정 하에서 산둥성 지역이 관세인하 혜택을 극대화하기 위한 실무적 시사점과 개선방안을 제시하는 것에 중점을 두었다. 아무쪼록, 산둥성 지역이 세계 무대에서 지속 가능하게 경제를 발전시키고, 수출에서 성장 잠재력을 키워갈 수 있도록 RCEP 협정을 적절히 활용할 수 있기를 기대한다.

This paper aims to analyze the impact path of tax reduction in the Regional Comprehensive Economic Partnership Agreement (RCEP) on Shandong's export to South Korea. The signing and entry into force of RCEP provides new trade opportunities for Shandong Province, but also brings challenges. By analyzing the current situation of Shandong Province's export to South Korea, this paper discusses the direct and indirect impact of RCEP tax reduction on Shandong Province's export, and puts forward the corresponding development path. The study found that RCEP's tax reduction measures significantly promoted Shandong's export to South Korea, especially in the fields of chemical products, clothing, and plastic products. However, Shandong also faces challenges from the relocation of low-end industries and a lack of understanding of the rules of the agreement. Therefore, Shandong Province needs to promote institutional innovation and strengthen industrial cooperation with Japan and South Korea to make full use of the policy dividends brought by RCEP and achieve sustainable economic development.
