은둔형 외톨이 지원에 대한 지방자치단체의 기본계획 비교분석

Comparative Analysis of Local Government’s Basic Plan for Hikikomori Support

우리 사회에서 은둔형 외톨이는 극소수의 개인적인 문제에서 발전하여 이제는 사회 정책적인 관심을 가져야 하는 중요한 사회문제가 되었다. 이에 본 연구는 지금까지 선도적으로 발표된 기존의 은둔형 외톨이 지원 기본계획을 체계적으로 고찰하고 분석하여 우리 사회의 은둔형 외톨이 정책 수립에 대해 제언하고자 하였다. 자료 분석 결과, 첫째, 은둔형 외톨이 지원 기본계획이 추구하는 이념·목표는 주로 ‘사회 통합’과 ‘기회 확대’에 초점을 맞추고 있음을 확인하였다. 둘째, 정책 과정에서는 ‘기회확대’에 비중을 두고 있었으며, 정책 실행을 위한 자원 투입과 기반 마련이 주요한 내용으로 나타났다. 셋째, 정책영역은 주로 ‘추진체계’ 구축에 초점을 맞추고 있었으며, 넷째, 정책 대상은 주로 ‘은둔형 외톨이 당사자’와 ‘제공자’에 초점을 맞추고 있었다. 이에 따라, 향후 은둔형 외톨이 지원 기본계획 수립에 있어서는 은둔형 외톨이 회복력 증진에 대한 지원을 확대하고, 발굴과 관련된 정책을 더욱 정책을 더욱 체계화하고 보완하며, 효과 측정(성과 평가)과 검증을 강화하고, 은둔형 외톨이 가족에 대한 지원을 늘릴 필요가 있다.

IIn our society, the issue of social recluses (hikikomori) has evolved from being an individual and rare occurrence to becoming a significant social concern that requires policy-level attention. Accordingly, this study aimed to systematically review and analyze existing basic plans for supporting social recluses, which have been progressively introduced, and to provide suggestions for establishing policies to address this issue in our society. The analysis of the data revealed the following points: First, the ideology and goals pursued by the basic plans for supporting social recluses were primarily focused on “social integration” and “opportunity expansion.” Second, in the policy process, there was an emphasis on “opportunity expansion,” with significant attention paid to the allocation of resources and the establishment of foundations for policy implementation. Third, the main focus of the policy areas was on building a “promotion system.” Fourth, the primary targets of these policies were mostly “individuals identified as social recluses” and “service providers.” Based on these findings, future basic plans for supporting social recluses should focus on enhancing the resilience of individuals, systematizing and reinforcing policies related to identifying and addressing social recluses, strengthening outcome evaluation and verification processes, and expanding support for the families of social recluses.
