의용소방대가 인식하는 재난취약계층의재난불평등 실태와 개선방안에 관한 연구

A Study on Disaster Inequality Among Vulnerable Populations Perceived by Volunteer Firefighters and Measures for Improvement

본 연구는 의용소방대가 인식하는 재난 취약계층의 불평등 실태와 개선 방안을 제시하여 향후 정부의 재난관리정책에 방향성을 제공하기 위해 실시되었다. 2024년 4월, G도 G시의 의용소방대원 101명을 대상으로 양적 설문조사가 진행되었으며, 설문 결과를 바탕으로 민·관 전문가 집단과의 자문회의를 통해 질적 연구가 이루어졌다. 연구 결과, 의용소방대가 인식하는 주된 재난 취약계층은 노인이었으며, 매뉴얼 유무에 따라 재난 인식에 차이가 나타났고,재난 대책의 법·제도 개선과 의용소방대 확대 및 자격화 등의 법제화 필요성이 확인되었다. 따라서 의용소방대가재난 취약계층인 노인을 대상으로 한 교육 및 훈련 방안, 재난 리더로서의 역할을 강화하기 위한 법·제도 등의 개선이 필요하겠다.

This study examines disaster inequality as perceived by volunteer firefighters and offers recommendations to guide futuregovernment disaster management policies. In April 2024, a quantitative survey was conducted with 101 volunteer firefightersin G City, G Province, followed by focus group interviews with public and private experts in May 2024. The findingsindicated that the elderly are considered the most vulnerable to disasters. Furthermore, significant differences in disasterawareness were observed depending on the availability of manuals. The study highlighted the need for legal reforms andthe expansion of volunteer firefighter roles, including certification programs, to enhance disaster preparedness and responsesfor vulnerable populations. Therefore, it is necessary to improve educational and training programs for volunteer firefighters,focusing on the needs of the elderly who are vulnerable to disasters. Furthermore, enhancing legal and institutional measureswill help empower volunteer firefighters to act as effective leaders in disaster management.
