소외노인의 국가 안전서비스 확보방안 연구

A study on securing national safety services for vulnerable elderly people

우리나라는 급속한 고령화로 인해 노인 관련 사회적 문제가 심화되고 있다. 특히, 소외노인의 범죄피해는 심각한 사회적 이슈로 부각되고 있다. 범죄와관련해 소외노인은 경제적 빈곤, 정서적 고립, 심리적 취약성 등으로 인해 범죄에 대한 노출 가능성이 높아지고 있으며, 이는 범죄 피해 사례 증가로 이어지고있다. 이에 따라, 본 연구는 소외노인의 특성을 분석하고 이에 따른 맞춤형 국가안전서비스를 제안하는 데 목적을 두었다. 이를 위해 문헌 연구와 사례 분석을중심으로 연구를 진행하였으며, 실효성 있는 정책적 대안을 도출하기 위해노력하였다. 본 연구에서는 소외노인의 범죄 취약성을 극복하기 위한 방안으로 첫째, 지역 사회 중심의 통합적 사회지원체계 구축을 통해 소외노인의 경제적, 정서적안정성을 도모할수 있도록 제안하였다. 둘째, 범죄 예방과 자기 보호 역량 강화를 위한 맞춤형 안전 교육 프로그램을 확대를 제안하였다. 셋째, 첨단 기술을활용한 기술 기반 안전 시스템을 도입하여 신속하고 효율적인 대응 체계를마련해야 함을 제안하였다. 마지막으로, 소외노인에 대한 정책적 지원 강화와법적 보호 체계 구축을 통해 지속 가능하고 체계적인 안전망을 제공해야 함을제안하였다.

Due to the rapid aging of the population in Korea, social problems related to the elderly are intensifying, and criminal victimization of isolated elderly people is becoming a serious social problem. In terms of crime, isolated elderly people are increasingly exposed to criminal activities due to economic poverty, emotional isolation, and psychological vulnerability, and the number of criminal victimization cases is also increasing. Therefore, this study aims to analyze the characteristics of isolated elderly people and propose tailored public safety services. To this end, the study was conducted mainly through literature review and case analysis, and endeavored to derive effective policy alternatives. The study proposed the following measures to overcome the vulnerability of the isolated elderly to crime: First, it proposed to promote the economic and emotional stability of the isolated elderly by establishing a communitycentered integrated social support system. Second, it is proposed to expand customized safety education programs to strengthen crime prevention and self-protection skills. Third, it was suggested that a technology-based security system be implemented, using advanced technology to establish a rapid and efficient response system. Finally, it was proposed to establish a continuous and systematic safety net by strengthening policy support for isolated elderly people and establishing a legal protection system.
