The Study on the Trend of U.S Trade Policy and Korea’s Strategies in the Era of US-China Strategic Competition

Purpose - This research aims to explore how Korea, which is in a dilemma due to the U.S. demand to participate in export controls with China, should respond to the diversified foreign trade environment, such as the Chip 4 Alliance and the U.S. movement to control emerging technologies. Design/Methodology/Approach - This research is the literary research method based on domestic and foreign papers, and data from specialized institutions. Findings - The U.S. trade policy for national security is being used as a foreign policy tool to control superior technologies in weapons and emerging technologies in order to maintain its leadership. The United States, which has tried to maintain an overwhelming technology gap several generations ahead of high-tech, is currently controlling China, which has become an economic powerhouse, in areas such as advanced semiconductor design technology. Research Implications - Under an uncertain trade environment, the Korean government must respond more precisely to U.S.-China relations than before. To this end, we need to make the U.S. aware of Korea’s strategic importance and the need for continuous reciprocal relationships. Through this, we need to stabilize the trade environment, secure the response time to supply chain reorganization, and maintain the continuous procurement of key resources. Sensitive industries, such as semiconductors, semiconductor equipment, electric vehicles, and aerospace, should also prepare for tightening U.S. regulations.
