From Threat to Empowerment: Dynamic Governance of Securitising and De-Securitising Women's Issues with Deep Fake Technology

从威胁到赋权：深度伪造技术下女性议题安全化与去安全化动态治理

Technology and gender is a cultural metaphor for communication based on the dissemination of information by human and non-human actors in society. Therefore, information communication research is increasingly concerned with ethical issues between technology and gender. Based on the theories of securitisation and de-securitisation, this study explores the social implications of deep synthesis technologies for women's security. After reviewing the literature on securitisation and de-securitisation from the perspectives of international relations, political relations and sociology, we find that securitisation is gradually becoming re-constructed in the process of modern discourse, women's social impacts on deep compositing videos are influenced by multiple actors. In this paper, we start from the necessity of ‘securitisation’and the possibility of ‘de-securitisation’of women's in-depth composite videos, and study the interaction of roles and distribution of power and responsibility of multiple subjects under the perspectives of securitisation and de-securitisation. The study also examines how the rights of female subjects under the technology of deep synthesis can be improved in the dynamic process of securitisation and de-securitisation. This will provide a new solution to the dilemma of how to get rid of the securitisation of gender issues in the current media research.

技术与性别是一种传播文化隐喻，也是根据社会中人类行动者和非人类行动者信息传播的实践。因此，信息传播研究愈发关注技术与性别之间的伦理问题，应将此伦理问题带回信息安全化的建构当中。本研究基于安全化与去安全化理论，探讨深度合成技术对女性安全带来的社会影响。从国际关系、政治关系、社会学角度对安全化与去安全化文献进行梳理，发现安全化在现代话语进程中逐渐走向复合化与再建构，女性面对深度合成视频带来的社会影响受到多重行为体的影响。本文从女性深度合成视频“安全化”的必要性与“去安全化”的可能性两方面入手，研究安全化与去安全化两种视角下多方主体的角色互动与权责分配，女性主体再深度合成技术下的权益如何再安全化与去安全化的动态过程中得到完善解决。为当下媒介研究进行性别议题如何摆脱安全化困境提供新的解决思路。
