연구목적: 2021년 중국은 세계개발구상(GDI)을 제안하였다. 이 논문은 GDI의 담론을 분석하여 개발 분야에서 미중 전략경쟁의 향방과 향후 국제질서의 재편에서 가지는 함의를 파악한다. 연구의 중요성: 21세기 들어 가속화된 개발의 안보화, 자유주의 국제질서의 쇠퇴와 미중 전략경쟁 심화의 맥락에서 개발협력은 대 글로벌 사우스 외교에서 핵심적인 역할을 한다. 따라서 GDI에 대한 연구는 매우 시의적절하고 중요하다. 연구방법론: 본 연구는 담론 분석을 연구방법으로 삼는다. 연구결과: 중국의 GDI는 ‘발전 우선’과 ‘인민 중심’을 강조하며 기존 서구 중심의 개발 규범을 무시하고, 권위주의 체제를 가진 개발도상국에 호소력을 가진다. 중국은 UN을 활용해 GDI를 국제 개발의제에 편입시키려 노력하고 있으며, 남남협력을 강화하고 서방을 배제하는 전략을 취하고 있다. 결론 및 시사점: 중국이 세계를 대상으로 하는 구상들을 제시하는 것은 단순히 개발 분야에서의 경쟁을 넘어 향후 국제질서의 재편을 위해 글로벌 사우스를 포섭하고, 중국의 담론의 보편적 확장성을 강화하기 위한 것으로 보여진다. 결론적으로 미중 양국이 자유주의 국제질서를 침식시키는 상황에서, 한국이 유사입장국들과 협력하여 기존 국제질서의 모순을 수정하고 미중 간 극단적 충돌을 방지하는 역할을 해야 함을 제안한다.

Purpose: In 2021, China proposed the Global Development Initiative (GDI). This paper analyzes the discourse of the GDI to understand the direction of US-China strategic competition in the development field and its implications for the future reshaping of the international order. Originality: In the context of the securitization of development in the 21st century, the decline of the liberal international order, and the deepening of US-China strategic competition, development cooperation plays a crucial role in diplomacy towards the Global South. Therefore, research on the GDI is timely and important. Methodology: This study employs discourse analysis as its research method. Result: China’s GDI emphasizes ‘development first’ and ‘people-centered’ approaches, disregarding existing Western-centric development norms and appealing to developing countries with authoritarian regimes. China strives to incorporate the GDI into the international development agenda through the UN, while strengthening South-South cooperation and adopting a strategy that excludes the West. Conclusion and Implication: China’s presentation of global initiatives appears to go beyond mere competition in the development field. It seems to be an effort to embrace the Global South for future restructuring of the international order and to strengthen the universal expandability of China’s discourse. As both the US and China erode the liberal international order, South Korea should cooperate with like-minded countries to rectify the contradictions in the existing international order and play a role in preventing extreme conflicts between the US and China in the making of new world order.
