
기초지방자치단체 외국인주민 인권증진 조례의 비교와 관련 실태조사에 나타난 문화적 다양성의 가치
Value of the Cultural Diversity Shown in the Comparison of the Ordinances on the Promotion of Human Rights of Foreign Residents of Basic Local Governments and the Relevant Fact-Finding Survey
This study argues that primary local governments in Korea should secure cultural diversity by promoting their human rights while trying to attract foreign residents and integrate them into existing society as a viable alternative to overcome the population decline crisis. A study on the establishment of a basic plan for the promotion of human rights of foreign residents in Ansan City in 2015, which was produced with the same purpose, explains well that there are differences in the perception of foreign residents according to their status of stay, gender, age, country of origin, and period of residence. However, this research report has limitations in that it did not sufficiently specify a regional-specific policy for pursuing cultural diversity. This study compares the contents of ordinances for the promotion of human rights at the level of basic local governments that can derive regional-specific alternatives to contribute to the policy initiative of local governments to overcome the local extinction crisis by attracting foreign residents and maximizing social integration, and critically analyzes the 2015 Ansan City Basic Plan Research for the Promotion of Human Rights of Foreign Residents in Ansan City, which corresponds to a precedent. To this end, Chapter 2 compares the contents of seven ordinances, focusing on Gwangsan-gu, Gwangju Metropolitan City, and Ansan City, Gyeonggi-do, which regulate the establishment and operation of the Human Rights Promotion Center for foreign residents. In addition, Chapter 3 is expected to have a positive impact on the establishment of related basic plans for other municipalities, such as Gwangsan-gu, Gwangju, which can become latecomers by critically analyzing previous studies. Finally, this study emphasizes that the policies that can solve human rights problems of foreign residents, which are perceived as an obstacle to harmony with indigenous people, ultimately rely on social consensus with indigenous people regarding cultural diversity, and looks forward to follow-up studies for this research.
