지역대학의 공공성 확보를 위한 주니어보드 활용 사례연구

A Case Study on the Use of Junior Board to Secure the Publicness of Local Universities

Public institutions and businesses seek innovative ideas and cultural dynamics by operating junioro board, a conference body composed of new generations. However, when a university operates this system, its functions and roles as higher education institutions, which are listed as education, research, and social service, are colored locally to express strong publicness. This paper extracts and reconstructs the field of publicness from the data analyzing the junior board performance from 2020 to 2023, and sheds light on the fact that the value of existence can only be recognized when the university secures the publicness that contributes to community and economic development. To this end, the researcher discusses the necessity of introducing this system and the relationship with other university committees by comparing the spirit of establishment of Dongyang University with the principle of publicness of the junior board. In addition, it is emphasized to add to the operating guidelines that pursuing the value of publicness is a way to overcome the role and operational limitations of the junior board in the university. Next, while analyzing the contents of each session of Dongyang University Junior Board, it illuminates the consciousness that contributes to community and economic development as the value of publicness that appears in it. In order to maximize management efficiency, the case of general public institutions and businesses operating junior boards emphasized the creation of ideas such as communication between upper and lower levels and organizations, innovative management policies, and product development. However, it is emphasized once again that the role of universities converges to contributions to local community and economic development over time under the premise that the operation of the junior board system is left to the free communication of members because universities imply publicness expressed by education, research, and social service. This study is expected to provide useful guidelines for other universities to introduce similar systems in the future by considering Dongyang University Junior Board's interest in contributing to local community and economic development.
