A Study on the Efficiency of Overseas Koreans Protection System through Systemization of Consular Diplomacy

Due to the increase in the number of overseas travelers and foreign residents, Koreans are exposed to many risks abroad. The international community is becoming more dangerous due to the conflict between the United States and China, wars between Ukraine and Israel, and terrorism. The purpose of this study is to improve the protection of overseas citizens and the protection of national interests by systematizing the concept of consular diplomacy, a new diplomatic administration as a protective and supportive administration, through analysis of diplomatic administration in the modern dangerous era. The necessity of this study is because it is necessary to present a new paradigm of diplomatic administration through analysis and consideration of diplomatic administration. Diplomatic administration has often not been executed in the framework of precise rule of law administration in the practice of designing and executing political and diplomatic-oriented duties. In particular, it is diagnosed that the conceptual definition and systematization of diplomatic administration, which is the connection point between diplomatic and domestic administration, should be applied more precisely. This diplomatic administration is evaluated as consular diplomacy. The Ministry of Foreign Affairs aims to enhance the efficiency of overseas citizens' protection through systematization of consular diplomacy by analyzing the wrong practice of recognizing traditional work in advanced countries such as the United States and Europe as legitimate diplomatic work. In addition, consular diplomacy serves as the foundation for all diplomacy, so I would like to present the necessity of enacting the Framework Act on Consular Diplomacy
