In the process of establishing and operating the basic plan for foreigner policy over the past 15 years, the Korean government reflected on the fact that the inflow of foreigners increased significantly, but the aspect did not lead to full social integration. Applying the 4th National Human Rights Policy Basic Plan to this fact, the researcher can illuminate the human rights system clearly among the new immigrant inflow and integration policies that have introduced the evaluation and feedback system for reflecting regional demand and social integration indicators. This paper examines the human rights-related policies of foreign residents as a shared part of the 4th Basic Plan for Foreigner Policy and the 4th Basic Plan for National Human Rights Policy, and confirms its concrete appearance in the research report on the establishment of a basic plan related to human rights for foreigners at the Gyeonggi-do Foreigners' Human Rights Center. In the process, the universal values mentioned in the 4th Basic Plan for Human Rights of Foreigner Policy are the realization of human rights, prevention of social exclusion for vulnerable groups such as women and children, and refugee relief policies in line with international status. In addition, as a result of analyzing the policies related to foreigners in the 4th Basic Plan for Human Rights Policy, it is argued that human rights-related issues are both justification and methodology for carrying out policy goals and tasks classified into areas other than human rights in the 4th Foreigner Policy, such as economy, safety, integration, cooperation and infrastructure. In addition, it is emphasized that the government and local governments' policies to protect and promote the human rights of foreign residents have no choice but to rely on local governments' regional specialization policies and public relations plans for trust and harmony with indigenous people. Finally, this study invites follow-up studies to discuss the impact of foreign residents' human rights protection and promotion policies on the ideals of cultural diversity and how they can be reduced to urban competitiveness.
