경찰활동에 대한 시민들의 인식을 면밀히 파악하는 것이 경찰 인권정책의 성공적인 수립과 지지를 위해 필수적이다. 이에 이 연구는 다양한 경찰활동에서 나타난 인권침해 행위에 대하여 시민들의 판단은 어떠한가? 국가인권위원회의 결정과 시민들의 인 식은 차이가 있는가? 또한 시민들이 경찰의 인권침해 행위 여부를 판단하는데 있어 가장 중요하게 고려하는 요소는 무엇인가? 경찰 관련 특성들이 우리사회 인권수준에 대한 시민의 평가에 영향을 미치는가? 에 대한 답을 찾고자 하였다. 연구 목적을 위하 여 실제 국가인권위원회에서 인권침해가 있었다고 결정된 경찰활동 사례를 바탕으로 시나리오 설문을 제작하고 이에 대한 시민 들의 인식을 측정하고 분석하는 경험적 연구를 수행하였다. 분석결과를 바탕으로 경찰의 활동별로 인권침해에 대한 시민들의 민 감도와 요구(needs)를 파악하고, 우리나라 인권수준 평가에 영향을 미치는 경찰활동 특성을 규명할 수 있었다. 연구 결과를 토 대로 한 경찰 인권정책은 경찰행위의 정당성을 확보하고, 경찰에 대한 신뢰를 회복하는 데 중요한 역할을 할 것으로 기대된다.
It is essential for the successful establishment and support of police human rights policies to closely analyze citizens' perceptions of police activities. Therefore, what is the judgment of citizens on human rights violations that appeared in various police activities in this study? Is there a difference between the decision of the National Human Rights Commission and the perception of citizens? Also, what is the most important factor for citizens to consider in determining whether the police have violated human rights? We tried to find an answer to the question, does police-related characteristics affect citizens' evaluation of the level of human rights in our society? For the purpose of the study, a scenario questionnaire was produced based on the case of police activities determined that there was an actual human rights violation by the National Human Rights Commission, and an empirical study was conducted to measure and analyze citizens' perceptions on it. Based on the analysis results, it was possible to identify citizens' sensitivity and needs for human rights violations for each police activity, and to identify characteristics of police activities that affect the evaluation of human rights levels in Korea. Police human rights policies based on the research results are expected to play an important role in securing the legitimacy of police actions and restoring trust in the police.
