배움중심수업의 발전 과정 분석을 통한 교육 방향 모색: Campbell의 정책결정모형을 중심으로

An Analysis of the Development Process of Learning Based Classes: Focusing on Campbell’s Policy Making Model

본 연구는 배움중심수업이 우리나라에 도입되어 발전된 과정을 Campbell의 정책결정모형에 따라 분석하여 우리나라의 교육 방향을 모색해 보았다는 점에서 의의가 있다. 배움중심수업은 일본의 ‘배움의 공동체’ 운동에 영향을 받았으며, 학교의 변화를 위한 출발점을 수업으로 여겨 배움과 성장, 나눔을 실천하는 총체적인 교육활동의 혁신이자 비전, 교육철학이라 할 수 있다. 배움중심수업이 우리나라에 발전된 과정은 상향식과 하향식의 성격을 동시에 지니고 있으며, 각 시·도교육청별로 공식적으로 반영된 시기가 다르고 교육감 선거 결과에 따라 영향을 받는 등 그 과정이 매우 역동적이라 할 수 있다. 또한 배움중심수업의 철학 및 비전에는 대부분의 교육구성원들이 공감을 하고 있으나 막상 대학 입시 장벽에 부딪혔을 때 충돌이 일어나는 특징이 나타났으며, 제도화되면서 확산 속도는 빨랐지만 이 과정에서 교사의 자발성이 사라지는 현상도 발생했다. 이러한 특징을 바탕으로 본 연구에서는 교육정책의 질적 제고가 필요하며, 안정적인 시스템 안에서 교사가 수업에 일심전력할 수 있는 환경이 조성되어야 하고, 학교급별 특성을 고려한 접근 방안을 모색해 나가야 하며, 교사들의 자발성이 중심이 되어야 한다는 시사점을 도출하였다.

This study attempted to explore the direction of education in Korea by examining the background and development process of learning-based classes introduced using Campbell's policy-making model. To this end, the characteristics of each stage of Campbell's policy-making model were identified and the timing of the application of learning-based classes were classified. As a result of the study, the process in which learning-based classes were developed has the characteristics of both bottom-up and top-down, and the process was very dynamic because each metropolitan and provincial office of education officially applied it. In addition, most educational members agreed with the philosophy and vision of learning-based classes, but when students faced challenges during university entrance exam preparation, conflicts occurred. Therefore, it is necessary to improve the quality of education policies, and it is necessary to create the environment in which teachers can focus on classes within a stable system, and to seek approaches that consider the characteristics of each school level and to draw implications that it should be teacher spontaneity-centered.
