Strategies for Revitalizing Volunteer Fire Brigades in the Era of Local Extinction and Aging

이 연구는 지방소멸과 고령화시대 의용소방대 활성화 방안을 제시하고자 하였다. 2022년 기준 지방소멸지역의 65세 이상 고령인구 비율이 50%에 달해 의용소방대원 모집과 유지에 어려움이 많다. 지방소멸과 고령화시대 의용소방대 활성화 방안으로 첫째, 양적 성장 패러다임에서 질적 성장 패러다임으로의 전환이 필요하다. 그 이유는 2020년을 기점으로 우리나라의 총인구가 감소하기 시작하였고, 지방소멸 지역의 고령화 등으로 의용소방대의 양적 성장에는 한계가 있을 수밖에 없기 때문에 청년 및 학생, 여성대원 유입, 전문직종별, 다문화, 외국인, 유학생 등 다양한 차원에서 의용소방대원 확보를 통한 질적 수준의 제고가 필요하기 때문이다. 둘째, 최근 활발하게 논의되고 있는 정년 연장 등을 포함한 의용소방대 관련 법령의 개정, 전문성 강화, 조직 구성 개편, 효율적 조직운영, 인사제도 개선, 활동실적 평가 및 성과중심의 보상체계 마련 및 확대를 통한 의용소방대 조직을 활성화 할 필요가 있다. 셋째, 현재 의용소방대원의 정년은 65세인데, 평균 기대수명의 연장, 지방소멸지역의 급격한 고령화 등으로 대원 확보의 어려움이 많으므로 정년 연장과 퇴직 소방관의 적극적 활용이 필요하다.

This study aims to propose measures to revitalize volunteer fire brigades in the era of local extinction and aging. As of 2022, the proportion of the elderly population aged 65 and over in regions facing extinction has reached 50%, making it difficult to recruit and retain volunteer firefighters. First, the study emphasizes the need to shift from a quantitative growth paradigm to a qualitative growth paradigm. This is because, since 2020, the total population of our country has begun to decline, and due to the aging population in regions facing extinction, there are inevitable limitations to the quantitative growth of volunteer fire brigades. Second, it is necessary to revitalize the volunteer fire brigade organization through the revision of related laws, including the extension of the retirement age, which has been actively discussed recently, strengthening professionalism, reorganizing the organization, efficient organizational management, improving the personnel system, and establishing and expanding a performance-based reward system. Third, the current retirement age for volunteer firefighters is 65, but due to the extension of the average life expectancy and the rapid aging of regions facing extinction, it is difficult to secure members, so the retirement age needs to be extended. Additionally, it is necessary to actively utilize retired firefighters as a measure to secure volunteer firefighters and improve professionalism.
