잠재성장모형을 활용한 지역 중심 LINC+ 성과의 성장성 분석

Public Policy Growth Analysis of LINC+ Outcomes Using a Latent Growth Model

본 연구는 지역 중심 LINC+ 사업의 특성을 고려하여 정책효과의 성장과 변화에 대한 분석을 수행하고자 하였다. LINC+사업의 성장성을 분석하기 위해 잠재성장모형 분석을 수행하였고, 몇 가지 시사점을 도출할 수 있었다. 우선, 공동장비 활용 성과가 지속적으로 나타남이 확인되었다. 둘째, 교수 1인당 산업체(지역연계) 공동연구 건수 역시 LINC 고도화 사업을 통해 지속 유지할 수 있는 성과변인인 것으로 확인되었다. 교수 셋째, 1인당 기술이전 수입료(천원)의 경우 지속적인 성장을 나타내지는 못하였지만, 일정 이상의 성과를 나타낸 이후 성과가 유지되고 있는 것으로 나타났다. 이에 반해, 산출지표로 구분된 교수업적 평가의 산학협력 실적 실제 반영률(%), 산학협력 중점교수 수, 현장실습 이수학생 비율(%), 캡스톤디자인 이수학생 비율(%) 등의 지표들이 실질적인 성과변인의 강화(+) 요인으로 확인되지는 못하였다. 특히 교수업적 평가의 산학협력 실적 실제 반영률(%), 산학협력 중점교수 수 등의 변인은 장기적으로 지역사회 또는 지역기업의 성장과 기술이전 등의 효과를 기대할 수 있는 단기변수로 충분히 바라볼 수 있음에도 불구하고 분석 결과는 부(-)의 관계성을 나타내었다.

This study aims to analyze the growth and change in policy effects, taking into account the characteristics of the LINC+(Leaders in INdustry-university Cooperation: LINC) project. To examine the growth potential of the LINC+ project, a latent growth model analysis was conducted, yielding several implications. First, it was confirmed that the utilization of shared equipment consistently yielded positive outcomes. Second, the number of joint research projects per faculty member with industries (linked with the local community) was identified as a performance variable that could be sustained through the LINC+ advancement project. Third, although technology transfer revenue per faculty member did not show continuous growth, it maintained a certain level of achievement after reaching a benchmark. On the other hand, indicators classified as output metrics—such as the actual reflection rate of university-industry collaboration in faculty performance evaluations, the number of faculty focused on university-industry collaboration, the percentage of students completing field training, and the percentage of students completing capstone design—were not identified as strengthening factors (+) for substantial performance variables. In particular, variables like the actual reflection rate of university-industry collaboration in faculty evaluations and the number of collaboration-focused faculty, while they could be seen as short-term indicators potentially contributing to regional community or enterprise growth and technology transfer in the long term, demonstrated a negative (-) relationship in the analysis.
