상위정부 요인이 기초지방정부 환경분야 민간위탁에 미치는 영향

The Impact of Higher-level Government Factors on the Contracting Out of Environmental Services at Municipal Governments

본 연구는 기존 민간위탁 영향요인 연구에서 소홀하였던 상위정부 요인이 기초지방정부 환경분야 민간위탁에 미치는 영향에 초점을 두었다. 정부간 관계론과 다층거버넌스론의 관점에서 상위정부 요인의 영향력 검증 필요성이 제기되기 때문이다. 기초지방정부를 대상으로 한 분석결과에서 상위정부 요인 중 광역지방정부의 민간위탁 비중이 유의미한 결정요인인 것으로 나타났다. 또한 군 지역 유형이 환경분야 민간위탁의 중요한 영향요인임이 밝혀졌다. 이러한 결과는 환경분야 서비스의 특징이 광역과 기초 간 구역의 공유를 통해 제공되기 때문에 광역지방정부와 기초지방정부는 환경문제를 해결하기 위하여 상호 간 협력 및 조정을 시행하고 있으며 정부 간 긴밀한 관계형성 및 거버넌스 구축이 이루어지고 있음을 보여준다.

This study focuses on the impact of higher-level government factors on the contracting out of environmental services at the municipal government level, an area that has been overlooked in previous research on the determinants of contracting out. The need to examine the influence of higher-level government factors is emphasized from the perspectives of intergovernmental relations and multi-level governance. The analysis of municipal governments revealed that among the higher-level government factors, the proportion of contracting out by provincial governments is a significant determinant. Additionally, the type of district, particularly rural areas, was found to be an important factor influencing the contracting-out of environmental services. These results suggest that since environmental services are provided through shared areas between provincial and municipal governments, these governments engage in mutual cooperation and coordination to address environmental issues, demonstrating the formation of close intergovernmental relations and the establishment of governance structures.
