토픽모델링을 활용한 복지사각지대 이슈분석 : 주요일간지를 중심으로

A Topic Modeling Analysis on the Welfare Blind Spots in South Korea in the News Articles : Focusing on Major Daily Newspapers

본 연구의 목적은 ｢긴급복지지원법｣ 제정 이후, 한국의 복지사각지대와 관련한 이슈를 파악하는 것이다. 이를 위해서 “복지”와 “사각지대”를 키워드로2005년 12월부터 2023년까지 18년간 보도된 4대 주요 일간지(조선·중앙·한겨레·경향) 뉴스기사 5,437건을 수집하여 LDA 토픽모델링 분석을 실시하였다. 분석 결과, ‘취약한 주거지원’, ‘발굴과 위기지원’, ‘불안정한 고용과 생계보장’, ‘코로나와 정부대책’, ‘불안한 노후소득보장’, ‘지역기부문화’, ‘위기아동과 보호체계’, ‘복지사각지대의 다양성’, ‘정신건강과 불충분한 의료 돌봄’의토픽이 추출되었다. 분석을 통해 첫째, 정부의 정책과 제도가 복지사각지대를충분히 대응하기에 한계가 있음을 발견할 수 있었다. 둘째, 다양한 집단의 복지욕구가 있으나 이를 적절하게 대응할 수 있는 사회서비스의 부족을 발견할수 있었다. 셋째, 복지사각지대 해소를 위한 중요한 주체로서 민간자원의 역할을 발견할 수 있었다. 연구 결과를 토대로 복지사각지대 발굴과 해소를 위해 제도 보완의 필요성과 지역사회 민관협력의 중요성을 제시하였다.

The purpose of this study is to identify issues related to welfare blind spots in Korea since the enactment of the Emergency Welfare Support Act (December 2005). For this purpose, we collected 5,437 news articles from the four major daily newspapers (Chosun, JoongAng, Hankyoreh, and Kyunghyang) reported over 18 years from December 2005 to 2023 using the keywords “welfare” and “blind spot” and conducted LDA topic modeling analysis. As a result of the analysis, the following topics were extracted: ‘Housing support for the vulnerable’, ‘Identification and crisis support’, ‘Unstable employment and livelihood security’, ‘Corona and government measures’, ‘Secure retirement income security’, and ‘Local donation culture’, ‘Children at risk and protection system’, ‘Diversity in welfare blind spots’, and ‘Mental health and insufficient medical care’. Through the analysis, we found that, first, it was discovered that the government’s policies and systems have limitations in sufficiently responding to welfare blind spots. Second, although there are welfare needs of various groups, it was discovered that there is a lack of social services that can appropriately respond to them. Third, we were able to discover the role of private resources as an important actor in resolving welfare blind spots. Based on the research results, the need for system supplementation and the importance of public-private cooperation in the local community were presented to identify and resolve welfare blind spots.
