경기도 에너지 전환 정책의 확산에 관한 연구: 기초자치단체 녹색건축물 조성 지원 조례를 중심으로

A Study on the Diffusion of Energy Transition Policies in Gyeonggi-do: Focusing on the Green Building Support Ordinances of Basic Local Governments

본 연구는 에너지 전환 정책과 관련하여 녹색건축물 조성 지원 조례를 대상으로 정책 확산의 발생과 영향요인을 분석하는 것을 목적으로 진행되었다. 이를 위해 경기도 31개 기초자치단체를 대상으로 녹색건축물 조성 지원 조례의 확산 유형 및 제정 현황을 분석하였으며, 이산시간 사건사 패널로짓 분석을 시행하였다. 분석결과 경기도의 정책 확산에 영향을 미치는 요인은 인접한 지방자치단체의 조례제정 여부가 해당 지방자치단체의 조례제정에 영향을 미치는 것으로 나타났다. 이외에도 단체장과 지방의회 다수당의 일치여부인 행정 요인과 에너지 예산의 경제 요인, 인구수 등의 사회 요인에 영향을 받고 있었으며, 특히 지방자치단체의 구조적 환경과 상위정부의 강력한 추진계획에 영향을 받아 조례 제정이 폭발적으로 증가하는 것을 확인했다. 본 연구에서는 에너지 정책의 정책확산 영향요인에 있어 기존의 정책 확산 요인과 더불어 기초자치단체의 구조적 환경과 광역자치단체의 영향력이 정책 확산에 영향을 미친다는 것을 확인했다는 점에서 의의가 있다.

This study aims to analyze the occurrence and influencing factors of policy diffusion, focusing on ordinances supporting the creation of green buildings in the context of energy transition policies. For this purpose, the study examined the diffusion patterns and enactment status of green building ordinances across 31 basic local governments in Gyeonggi-do, utilizing discrete-time event history panel logit analysis. The analysis revealed that a key factor influencing policy diffusion in Gyeonggi-do is whether neighboring local governments have enacted similar ordinances, which significantly affects the likelihood of ordinance adoption in a given local government. Additionally, administrative factors, such as the alignment between the head of the local government and the majority party in the local council, economic factors, such as the energy budget, and social factors, such as population size, were identified as important influences. Notably, the structural environment of local governments and the strong initiatives of higher-level governments were found to significantly accelerate the enactment of ordinances. The findings confirm that, in addition to traditional factors of policy diffusion, the structural environment of basic local governments and the influence of metropolitan governments play a critical role in policy diffusion, highlighting the significance of this study.
