Operations and policy tasks of the public seasonal worker program in Jeonbuk State

As the labor shortage during the farming season in Jeonbuk State worsens, the number of seasonal workers is increasing. The foreign seasonal workers is divided into seasonal workers employed by a farmer and public seasonal workers. There is little research on the operation of the public seasonal employment system. This study aims to examine the operation of public seasonal employment programs by agricultural cooperatives and joint business operational status. Practitioners highlighted difficulties such as financial losses when workers cannot be dispatched, farmers’ complaints about workers’ skills, the lack of competence among language communication helpers. It is necessary to implement institutional changes to allow seasonal workers to perform simple tasks such as sorting and packging agricultural products at APCs. In cases of weather-related disruptions, additional education and training should be provided to improve workers’ agricultural skills and community adaptation, supported by education and instructor resources. Enhancing the understanding of agricultural work, labor, and human rights of language communication helpers is also essential to improve the quality of their interpretation through education and instructor support.
