경찰에 대한 가치관적 지지가 지역치안활동 참여의지에 미치는 영향: 경찰 신뢰의 매개효과를 중심으로

The Impact of Moral Alignment with Police on the Willingness to Participate in Community Policing Activities: Focusing on the Mediating Role of Trust in the Police

현대 사회는 경찰과 시민이 함께 사회 전반의 치안을 유지하는 협력 치안의 시대라고 볼 수 있다. 협력 치안에서 더욱이 강조되는 부분은 시민들의 경찰 활동에 대한 관심과 자발적인 참여이다. 그렇기에 시민과 경찰 간의 동일한 가치관을 기반으로 하는 경찰 정책을 계획하고 이에 기반한 경찰활동을 펼치는 것이 필수적이다. 이와 관련된 대표적 철학으로서 경찰학계에서는 지역사회 경찰활동(Community Policing)의 중요성이 강조되고 있으며, 협력 치안의 실천적 근거를 마련하기 위한 경험적 및 정책적 연구는 현재까지도 활발하게 이루어지고 있다. 이 연구 또한 지역사회 경찰활동의 철학을 중심으로 이에 관련된 선행연구에 입각하여 시민의 입장에서 협력 치안을 활성화하기 위한 방안을 마련하기 위해 실시되었다. 구체적으로 이 연구는 500명의 시민들을 대상으로 경찰관에 대한 가치관적 지지와 지역치안활동 참여의지의 관계를 확인하는 것을 목표로 한다. 구체적으로 가치관적 지지가 경찰 신뢰를 매개하여 지역치안활동 참여의지를 설명하는 연구 모형 및 연구 가설을 설정하고 이를 검증하였다. 이를 통해 가치관적 지지가 지역치안활동 참여의지를 설명하는 경로의 세부적인 매커니즘 파악하고자 하였다. 연구 결과, 경찰에 대한 가치관적 지지와 지역치안활동 참여의지의 관계를 경찰 신뢰가 완전 매개하는 것으로 나타났다. 이는 시민들이 본인과 경찰이 유사한 가치관을 지니고 있다고 인식하고 경찰 활동을 지지할수록 경찰에 대한 신뢰가 상승하고 이는 지역치안활동에 대한 적극적 참여의지를 제고할 수 있음을 보여준다. 이 연구는 지역사회 경찰활동 활성화를 위한 긍정적 요인으로서 많이 다뤄지지 않았던 가치관적 지지에 대해 그 중요성을 경험적으로 확인하였다는 점과 이에 기반한 정책적 제언을 제시하였다는 점에서 의의가 있다.

Modern society increasingly recognizes the era of cooperative security, where citizens and the police jointly maintain public safety. Within this paradigm, the active and voluntary participation of citizens in policing activities play a pivotal role. Achieving effective cooperative security necessitates aligning the values of citizens and police, planning policies in congruence with shared objectives, and conducting police activities based on these shared values. As a representative philosophy related to this, the police academia emphasizes the importance of community policing, and empirical and policy studies to establish a practical basis for cooperative security are still being actively conducted. This study aims to propose strategies for revitalizing cooperative security from the perspective of citizens, building upon previous research on the philosophy of community-oriented policing. Specifically, it explores the relationship between citizens' moral alignment with police officers and their willingness to participate in community policing activites, using survey data collected from 500 participants. To achieve this, a research model and hypothesis were developed, positing that moral alignment influences citizens' willingness to participate in community policing activities through the mediating role of police trust. By examining this pathway, the study seeks to uncover the detailed mechanisms through which moral alignment enhances citizen participation in community policing activities. The findings of this study reveal that police trust fully mediates the relationship between moral alignment with police and citizens' willingness to participate in community policing activities. This indicates that when citizens perceive shared values with the police, their trust in law enforcement increases, subsequently enhancing their willingness to engage in community policing activities. These results underscore the critical role of moral alignment as a positive driver in fostering community policing and revitalizing police engagement within local communities. Furthermore, the study provides empirical evidence to guide the development of policies aimed at strengthening police-citizen collaboration and promoting cooperative security practices.
