대학 통폐합과 재구조화 사례 분석과 방향성 검토

Examining the meaning and characteristics of university consolidation and restructuring

목적 본 연구에서는 대학 통폐합 및 재구조화의 의미와 특성, 그리고 그 방향성에 대한 개념적 모형을 설계하고 타당성을 검토한다. 방법 먼저 대학 재구조화와 관련한 국내·해외 사례와 그 특성을 검토한다. 또한 최근 3년간(2021-2023) 대학알리미 상의 대학 지표를 통하여 국내 205개 대학의 특성을 분석하여 장기적인 재구조화의 방향성을 제시한다. 이를 위하여 문헌 분석, 사례 연구 및 대학지표의 기술적 분석 방법을 활용한다. 결과 연구 결과는 성공적인 재구조화 경험을 지닌 대학은 먼저 그 조직 재구조화의 목적을 분명하게 제시하는 것이 필요하며 통폐합 노력은 실제적인 조직 재구조화의 트리거(triger)로서 기능하며, 내부 구성원의 동의와 협조가 우선될 때 결국 타 조직과의 성공적 통합이 실행될 수 있음을 알 수 있다. 결론 연구 결과는 교육환경의 변화에 적응하기 위한 국내 대학의 재구조화 양상을 보여주고 있으며, 대학별 특성에 맞는 내부 구조의 혁신과 외부 조직과의 연계 형태가 다양하게 나타나야 함을 제시한다. 이를 바탕으로 대학 유형에 따른 재구조화의 특성과 성격을 논의한다.

Objectives In this study, we design and examine the feasibility of a conceptual model on the meaning and characteristics of university consolidation and restructuring and its direction. Methods First, we review domestic and overseas cases and characteristics related to university restructuring. In addition, the characteristics of 205 domestic universities are analyzed through university indicators on the University Information System over the past three years (2021-2023) to suggest the direction of long-term restructuring. For this purpose, literature analysis, case studies, and technical analysis methods of university indicators are utilized. Results The results of the study show that universities with successful restructuring experience first clearly present the purpose of organizational restructuring, that consolidation, etc. function as a trigger for more realistic restructuring, and that when internal integration takes priority, eventually It can be seen that successful integration with other organizations can be implemented. Conclusions The research results show the restructuring of domestic universities to adapt to changes in the educational environment, and suggest that innovation in internal structure and linkage with external organizations should be diverse according to the characteristics of each university. Based on this, we discuss the characteristics and nature of restructuring according to university type.
