모잠비크(Mozambique) 카보 델가도(Cabo Delgado) 위기에 관한 아프리카 안보협력의 다차원적 분석 : 르완다(Rwanda), 남부아프리카개발공동체(SADC), 그리고 아프리카연합(AU)을 중심으로

A Multidimensional Analysis on African Security Cooperation on the Crisis in Mozambique, Cabo Delgado: Focusing on Rwanda, Southern African Development Community(SADC), and African Union(AU)

본 연구는 모잠비크 북부 카보 델가도 지역의 테러 위기에 대응하기 위한 아프리카 내 안보협력을 다차원적으로 분석하였다. 카보 델가도는 2017년부터 무장 이슬람 테러 조직의 활동이 증가하면서 국제적 주목을 받게 되었으며, 이로 인해 천연가스 개발 사업에 차질을 빚고 있다. 이러한 배경에서 본 연구는 르완다, 남부아프리카개발공동체(SADC), 아프리카연합(AU)의 카보 델가도 안보 구축에 관한 협력 사례의 각기 다른 접근법과 성과를 중심으로 비교·분석하였다. 연구 결과, 각 행위자는 역사적, 정치적, 경제적 이해관계에 따라 다른 전략을 채택하였으며, 이러한 전략의 차이는 안보협력의 효과에도 영향을 미쳤다는 것을 확인할 수 있었다. 르완다는 신속하고 강력한 군사 개입을 통해 카보 델가도 위기 해결에 주목할 만한 성과를 보인 반면 SADC와 AU는 상대적으로 제한된 성과를 보였다. 본 연구는 아프리카 내 안보협력의 복합성을 강조한다.

This study attempts a multidimensional analysis of security cooperation within Africa to address the terrorism crisis in the Cabo Delgado region of northern Mozambique. Since 2017, the region has garnered international attention due to the growing activities of armed Islamic terrorist groups, leading to disruptions in natural gas development. The research focuses on the security cooperation cases of Rwanda, the Southern African Development Community(SADC), and the African Union(AU), comparing and analyzing the characteristics and outcomes of their different approaches. The findings indicate that each actor adopted distinct strategies based on historical, political, and economic interests, with these strategic differences impacting the effectiveness of their security cooperation. Notably, Rwanda achieved significant success through rapid and robust military intervention, while SADC and AU exhibited relatively limited outcomes due to the complexities inherent in multilateral cooperation. This study underscores the complexity and significance of security cooperation within Africa and offers insights that could contribute to the exploration of autonomous solutions for African issues.
