兵地融合背景下公安派出所“主防”工作研究

Research on the “Primary Prevention” Work of Public Security Police Stations under the Context of Military-Local Integration

Under the background of military-local integration, the concept and model of “primary prevention” in police stations have undergone new transformations and developments. Simultaneously, driven by the phased reforms of public security work in the new era, grassroots police stations in military regions continue to advance their “primary prevention” efforts toward the goals of “reduced case incidence, improved public order, and enhanced public satisfaction.” However, challenges persist, including insufficient capacity building of grassroots Party organizations in “primary prevention”, limited governance effectiveness in key areas, uneven development of urban-rural “primary prevention” systems, and low application levels of “smart policing” in preventive work. To address these issues, improvements should focus on strengthening the integrated “Party Building + Primary Prevention N” model, deepening governance in critical fields, constructing a diversified urban-rural “primary prevention” system, and advancing “smart prevention” and “technology-enhanced prevention”.

在兵地融合发展的大背景下，派出所“主防”的理念与模式有了新的变化与发展。同时，伴随新时代公安工作的阶段性改革的持续推动，兵团基层派出所“主防”工作向“发案少、秩序好、群众满意”的标准持续发力。但目前仍存在基层党组织在“主防”工作中的能力建设不强、重点领域治理成效不强、城乡“主防”体系建设水平不高、“智慧警务”在“主防”工作中应用水平低等问题，应从加强“党建+主防N”模式融合建设、持续深化重点领域的深层次治理、构建多元共治的城乡“主防”体系、推进“智慧主防、科技强防”等方面完善。
