｢모든 형제들｣(Fratelli Tutti)에 근거한 세계시민교육의 방향에 대한 연구

A Study on the Direction of Global Citizenship Education Based on Fratelli Tutti

세계사회의 모든 문제는 하나의 관점, 시각, 접근법으로 해결할 수 없고, 세계시민교육에 대한 개념과 정의, 내용과 영역 역시 다양하게 제시되고 있다. 세계시민으로서 글로벌 시민성의 자질과 덕성을 갖춘 인간 양성은 사실다양한 측면에서 접근 가능한 주제이기에, 세계시민교육은 그 무엇보다도다학제적인 관점에서 접근될 필요가 있다. 다학제적인 접근을 거쳐 보편적인 세계시민교육의 모델을 모색할 필요가 있고, 방향성이 세밀하면 세밀할수록 더 적합한 모델을 궁구할 수 있기 때문이다. 이런 측면에서 2020년 반포된 프란치스코 교황의 사회 회칙인 ｢모든 형제들｣(Fratelli Tutti)에 비추어세계시민교육의 올바른 방향을 모색하는 것 역시 다학제적 접근이라는 측면에서 의의를 가질 것이며, 이를 통해 세계시민교육의 보편적 모델을 궁구하고, 그 방향성을 설정하는 데 하나의 좋은 길잡이를 발견할 수 있을 것이다. 이에 본고는 세계시민, 세계시민성, 세계시민교육 관련한 주요 개념과 연구의 개요를 살펴보고, ｢모든 형제들｣(Fratelli Tutti) 가르침에 근거하여 세계시민교육의 주요 방향을 보편적 형제애와 사회적 우애에 근거한 인권 보편주의 교육, 착한 사마리아인의 비유, 국경 없는 이웃 사상에 근거한 다문화교육, 상호 의존성과 공동 책임성에 근거한 세계윤리교육, 더 좋은 정치를 여는 글로벌 거버넌스 교육으로 제시하였다.

All global societal problems cannot be resolved through a single perspective, viewpoint, or approach. As a result, the concept, definition, and scope of global citizenship education have been framed in various ways. Developing individuals with the qualities and virtues of global citizenship requires a multifaceted approach. Therefore, Global Citizenship Education(GCE) must be approached from a multidisciplinary perspective above all else. A multidisciplinary approach is essential for establishing a universal model of GCE, and the more detailed the approach, the more precise the resulting model. In this context, exploring the direction of GCE in light of Pope Francis’ 2020 social encyclical Fratelli Tutti is especially meaningful as it aligns with the need for a multidisciplinary perspective. This would offer valuable guidance in developing a universal model for GCE and shaping its direction. Accordingly, this paper examines the main concepts and research surrounding global citizens, global citizenship, and GCE, proposing four main directions for GCE based on the teachings of Fratelli Tutti: universal human rights education based on fraternity and social friendship, multicultural education inspired by the parable of the Good Samaritan and the idea of “neighbors without borders,” global ethics education rooted in interdependence and co-responsibility, and global governance education that fosters a better kind of politics.
