본고는 위관(韋觀) 윤충하(尹忠夏, 1855~1925)의 대일 항쟁 양상에 대하여 살펴보았다. 국권이 존재할 때와 국권을 상실하였을 때의 처신은 다를 수밖에 없다. 국권을 상실한 상황에서 국내에서 활동하며 국권이 존재할 때처럼 무력으로 활동한다면 그것은 현실적으로 지속 가능한 일은 아닐 것이다. 일제의 감시하에 국내에서 활동한 위관 역시 국권 존재 유무에서 자유로울 수 없었을 것이다. 이점을 고려하며 위관의 활동 중 기록에서 확인할 수 있는 을사오적 저격 기도, 국권 회복을 위한 청원 운동, 민족 자존심 수호 활동을 살펴보았다. 나라가 존재하고 있을 때는 황제와 나라를 위해 역적을 처단하는 심정으로 을사오적 저격을 기도하였지만 나라가 망하고 국권을 상실한 상황에서는 이 땅에서 살아가며 자신의 이념을 실현하기에 무력 투쟁은 맞지 않았다. 그렇기에 강제 합병의 부당성을 주장하는 한편 민족 자존심을 회복하기 위한 투쟁으로 노선을 변경하였던 것으로 보인다. 이는 투쟁 정신이 약화된 것이 아니라 시대와 상황에 맞는 방법을 선택한 것으로 이해해야 할 것이다.
This paper examines the aspect of Wei Guan Yun Chung-ha's resistance against Japan. The behavior when national sovereignty exists and when national sovereignty is lost are bound to be different. If he were to operate domestically in a situation where national sovereignty was lost and act with force as when national sovereignty existed, it would not be realistically sustainable. Wei Guan, who operated domestically under the surveillance of Japan, would not have been free from the existence of national sovereignty. Considering this, we examined Wei Guan's activities, which can be confirmed in records, such as his attempt to assassinate the Eulsa Five Traitors, his petition movement for the restoration of national sovereignty, and his activities to protect national pride. When the country existed, he attempted to assassinate the Eulsa Five Traitors with the intention of punishing traitors for the sake of the emperor and the country, but when the country was destroyed and national sovereignty was lost, armed struggle was not suitable for him to live on this land and realize his ideology. Therefore, it seems that he changed his course to assert the injustice of forced annexation while also fighting to restore national pride. This should be understood as not a weakening of the fighting spirit, but rather a choice of method appropriate to the times and circumstances.
