A Study on the Effect of Digital Human Resource Management on Organizational Performance in Public Sector: Focusing on the Moderating Effect of Digital Leadership
(Purpose) The purpose of this study is to analyze the impact of digital human resource management on organizational performance in the public sector and to explore the moderating role of digital leadership in this relationship. (Design/methodology/approach) This study utilized data from 203 public officials who responded to the “Study on Digital Transformation Strategies in the Public Sector”, conducted by the Korea Institute of Public Administration in 2020. Additionally, multiple regression analysis was employed to empirically analyze the impact of digital human resource management on organizational performance and the moderating effect of digital leadership. (Findings) The findings of the study indicate that digital human resource management has a positive (+) impact on organizational performance. Furthermore, the moderating effect of digital leadership was found to strengthen the positive (+) relationship between digital human resource management and organizational performance.. (Research implications or Originality) This research is significant for several reasons: First, it introduces digital human resource management as a focus on digital transformation, shifting from traditional approaches to human resource management in the public sector, and empirically demonstrates its importance as a key factor in enhancing organizational performance. Second, by analyzing the impact of digital human resource management and digital leadership on organizational performance, this study makes a significant theoretical contribution to leadership research.
