공무원의 공직가치 잠재프로파일 분석 및 인구사회학적 영향 요인 분석: 공직가치와 적극행정의 관계를 중심으로

Latent Profile Analysis of Public Officials’ Public Service Values and Sociodemographic Influences: Focusing on the Relationship Between Public Service Values and Proactive Administration

이 연구는 우리나라 공무원의 공직가치 내재화 수준에 따라 공무원을 유형화해 이들의 적극행정 및 소극행정 행태를 실증적으로 분석했으며, 공무원의 인구사회적 특성이 각 유형에 미치는 영향을 분석하였다. 분석 방법은 잠재프로파일 분석(Latent Profile Analysis, LPA)과 다항 로지스틱 회귀분석을 실시했다. 분석 결과, 공직가치 내재화 수준에 따라 공무원 프로파일이 6개로 구분되었으며, 각 프로파일은 적극행정과 소극행정의 행태로 설명할 수 있었다. 또한, 각 프로파일에 속한 공무원의 인구사회적 특성은 프로파일에 통계적으로 유의미한 영향을 미쳤다. 이러한 결과는 적극행정의 확산을 위해 공무원의 공직가치가 중요함을 시사하며, 공무원 개인 특성을 고려한 맞춤형 정책 수립의 필요성을 강조한다.

This study employed Latent Profile Analysis (LPA), a statistical method that identifies latent subpopulations within a heterogeneous group based on specific variables, to classify public officials in South Korea according to their level of internalization of public service values. By applying LPA, this paper sought to determine distinct profiles of public officials characterized by unique configurations of their public service values and examine their associations with proactive and passive administrative behaviors. Also, multinomial logistic regression used to assess the influence of demographic and social characteristics on profile classification. The results revealed clearly delineated latent profiles of public officials, with each profile demonstrating significant relationships with proactive or passive behaviors. Additionally, demographic and social characteristics were found to play a statistically significant role in profile differentiation. These findings underscore the utility of LPA in exploring complex, multidimensional constructs and highlight the importance of fostering public service values to encourage proactive administration. Moreover, the study suggests the need for tailored policy interventions that account for individual characteristics.
