측량성과관리시스템의 개선을 통한 지적측량데이터의 통합 관리에 관한 연구

A Study on Integrated Management of Cadastral Survey Data through Improvement of the Survey Results Management System

본 연구는 온택트 측량성과관리시스템 운영의 문제점을 제시하였고, 그와 같은 문제해결 과정에서 핵심 사안이 되는 도해지적측량데이터의 공유에 관한 법적 문제를 검토하였다. 온택트 측량성과관리시스템 운영의 문제점과 관련해서는 측량결과파일 등에 국한된 자료 외에도 성과검사에 필요한 보충 자료까지 확대하여 탑재하고, 일정 지역의 필지 전체를 일목요연하게 시각적으로 조회·확인할 수 있도록 시스템을 개선할 필요성을 제시하였다. 특히, 검사 대상이 되는 측량뿐만 아니라, 검사에서 제외되는 측량에 대하여도 현형측량파일 및 측량결과파일 등을 저장함으로써 도해지역의 통합적인 성과관리를 도모해야 함을 제안하였다. 도해지적측량데이터의 공유와 관련해서는 한국국토정보공사가 보유한 측량현형파일은 지적측량수수료를 받고 수행한 업무를 통해 수집한 공공데이터이지만, 일반인에게는 공개·제공의 대상에서 제외되는 명백한 이유(영업상 불이익 또는 부동산 투기 야기 등)를 가지는 것으로 평가하였다. 그렇다고 하여 지적소관청의 감독하에 지적측량의 관리 목적으로 이·활용되는 것은 별개의 문제이기 때문에, 데이터의 귀속에 따른 법적 문제는 없는 것으로 판단하였다.

This study presented the problems in operating the on-tact cadastral survey results management system and examined the legal issues related to sharing graphical cadastral survey data, which became a key issue in the problem-solving process. Regarding the problems in operating the on-tact cadastral survey results management system, the study suggested the need to improve the system by: Expanding the scope of uploaded materials to include supplementary data necessary for performance inspection, beyond just survey result files. Enhancing the system to allow visual query and confirmation of all parcels in a specific area at a glance. Notably, the study proposed storing current survey files and survey result files for surveys exempt from inspection, as well as those subject to inspection, to promote integrated performance management in graphical areas. Concerning the sharing of graphical cadastral survey data, the study evaluated that: The survey current status files held by the Korea Land and Geospatial Informatix Corporation are public data collected through work performed for cadastral survey fees. However, these files are excluded from disclosure and provision to the general public for clear reasons (such as business disadvantages or potential to cause real estate speculation). Nevertheless, the study concluded that there are no legal issues related to data attribution when used and utilized for cadastral survey management purposes under the supervision of the cadastral authorities, as this is a separate matter.
