The issue of tourist visa policies is one of many political decisions that directly or indirectly impact the tourism sector. A visa-free policy, particularly, serves as a tool to attract foreign tourists. To encourage visitors to Jeju Island, a visa-free entry policy has been implemented, allowing foreigners to arrive on direct flights from overseas without stopping in other parts of Korea. This paper analyzes the policy change process by applying Kingdon’s multiple streams framework to discussions surrounding the visa-free entry policy for Jeju Island. The study divides the policy change process into two stages: 2002-2019 and 2020-2023, explaining the policy dynamics at the confluence of the streams during these periods. The results indicate that the political stream played a relatively significant role compared to the problem and policy streams. Furthermore, policy innovators have played a critical role in the policy change process, highlighting the importance of collaboration among these innovators.
