Estimating the Effects of the National Fresh Foods Coupon Policy

The government has implemented a national fresh foods coupon policy since the second half of 2020. It aimed at promoting the consumption of agricultural and livestock products and easing the cost of living pressures during the COVID-19 pandemic periods. In this paper, we propose a more generalized econometric model using a restrictive micro-level dataset to quantify the impacts of the coupon discount policy. The results imply that the national coupon policy drives the increase in fresh food consumption with statistical significance and the elasticities of coupon effects are heterogeneous in terms of market types and food groups. An estimated benefit-cost ratio is 0.92, suggesting moderate crowding-out effects which limit the effectiveness of coupon policy for fresh foods.
