Impact of the RFID Pay-As-You-Throw System on Food Waste

The Pay-As-You-Throw (PAYT) system for food waste, initially implemented on June 2, 2013, has been enhanced with Radio Frequency Identification (RFID) technology since 2012. Panel data from 229 local governments between 2015 and 2021 were used to examine the effectiveness of the RFID PAYT system in reducing food waste. Analysis results using a Two-Way Fixed Effects (TWFE) model show that a 1% point increase in RFID PAYT proportion leads to a reduction of 0.44% and 0.45% in food waste per capita and per household, respectively. However, the effect of food waste disposal fees on the food waste is not statistically significant. This is because the RFID PAYT system provides accurate waste measurement and feedback, motivating residents to reduce food waste. This implies that a technical approach such as an RFID PAYT system is an effective policy instrument for reducing food waste.
