자연재난 대비 비구조적 대책의 통합적 개선 방안 및 체계 연구

A Study on the Integrated Improvement Plan and System for Non-Structural Measures to Prepare for Natural Disaster

기후변화에 따른 풍수해, 폭염 등 다양한 형태의 자연재난이 발생하고 있고, 자연재난을 저감하기 위한 다양한 대책들이 구조적 및 비구조적 대책으로 구분되어 지역별로 제시되고 있다. 이와 같은 대책 중에서 제방보강, 강제배수시설 설치 등의 전통적 형태의 구조적대책에 대한 세부 수립기준은 마련되어 있는 반면에 비구조적 대책의 경우는 유형, 선정 방법 및 절차 등 적용가능한 세부 수립기준이나 체계가 명확하지 않은 실정이다. 따라서 본 연구에서는 비구조적 대책의 관리범위를 확대하고 재난관리 사각지대를 해소하기 위하여 예방·대비·대응·복구 재난관리 4단계로 비구조적 대책을 구분하고, 재해유형별·국민계층유형별·법제도유형별 대책을 세분화하여 체계를 정립함으로써 비구조적 대책의 통합적 개선 방안 및 체계를 제시하였다.

Various types of natural disasters such as flood, heat waves etc. are occurring due to climate change, and various measures to reducenatural disasters are being proposed by region, categorized into structural and non-structural measures. Among these measures, detailedestablishment guidelines have been established for traditional forms of structural measures such as embankment reinforcement,installation of forced drainage facilities etc., while in the case of non-structural measures, applicable detailed establishment guidelines orsystems such as types, selection methods, and procedures are not clear. Therefore, in this study, in order to expand the management scopeof non-structural measures and eliminate blind spots in disaster management, non-structural measures were categorized into four stages ofdisaster management: prevention, preparation, response, recovery and measures were subdivided by disaster type, people group type, andlegal system type to establish a system. Through this an integrated improvement plan and system for non-structural measures werepresented.
